SOLICITATION 36C25019R0051
TELERADIOLOGY SERVICES
Amendment 1 – Questions and Answers Answers will be in RED
| Q. 1 | Regarding the subject solicitation, PWS Section 1.2 states: “Based on the complexity and size of the facilities, and the scope of the work performed, the Offeror should have a sufficient number of board certified radiologist (which historically has required at least sixty) credentialed to provide teleradiology service for this contract.” Is it required that the Offeror have that many radiologists to be deemed compliant in their submission? Kindly confirm the level of effort that the Government needs for this service. |
| A.1 | This number is not required; however, in accordance with Sub-Factor 1: Radiologist Qualifications and Staffing Approach a) on page 81, lists with, at least, 60 or more radiologists will be viewed more favorably. |
| Q.2 | Is ACR accreditation required? I ask because a teleradiology company with no imaging machines is NOT able to be accredited by the ACR. Only medical organizations with imaging sites are able to be ACR accredited. (COMPANY NAME REDACTED) has consulted with the ACR who confirm that a teleradiology firm that does not own any xray or MRI or CT machines will not be able to be accredited directly. However, a telerad firm can be attached to a hospital’s ACR accreditation by simply submitting the list of radiologists providing service to an ACR accredited hospital. Is the latter what you mean? |
| A.2 | The requirement for ACR accreditation indicates a certain commitment to quality both for any modalities actually run by the company and for Quality processes such as the ongoing review of radiologist performance. Adherence to the ACR standards demonstrates a level of quality which is desirable. Joint Commission Accreditation is also expected, of course. If a company has no ACR accreditable modalities, but adheres to ACR principles in ongoing performance review and holds a gold seal for quality from the Joint Commission, they can still be considered for this solicitation |
| Q.3 | Page 9-1.1 Is the contractor responsible for providing in house IT support on VA site? |
| A.3 | The contractor is not expected to provide anyone on-site at the VA, however is expected to have this expertise on site at the contractor’s location. |
| Q.4 | Page 9-1.2 Does VA feel that the contracting group should have sixty (60) credentialed board certified radiologists? |
| A.4 | Yes, based on experience of covering the needs of a VA; therefore, lists of at least 60 or more radiologists will be viewed more favorably. |
Q.5 Page 12-2.1.2 Board Certifications – Is there any need for mammography?
(2)
A.5 Yes. There is a possible need for breast MRI interpretation for which MQSA mammography certified, fellowship trained breast imagers would be preferred.
| Q.6 | Page 14-2.1.7 Do contract/off site radiologists need to comply with this Testing/Control |
| A.6 | No, since all services performed are off site. |
| Q.7 | Page 20-4.4.4.2 Will contract physicians be required to enter results into VISTA/CPRS? |
| A.7 | The contractor for whom the physicians work is expected to send the reports to the VISTA/CPRS along with diagnostic codes. |
| Q.8 | Page 21-4.4.4.3 Will contract physicians be required to dictate into VISTA/CPRS? |
| A.8 | No. Radiologists would be expected to dictate into the system provided by the contractor. The contractor would then send the reports immediately to VISTA. |
| Q.9 | Page 21-4.4.5.1.2 Are diagnostic codes to be included with interpretations? | |
| A.9 | Yes. |
