QUESTIONS: PAPER AND SHREDDING
1. Contract Title section: "The contractor will process all paper and remit any payment to Louis Stokes VA Medical Center or bill the service for the due amount based on the paper market rate."
This sounds as if VA is focused on recycling more than shredding services. Is the contractor expected to credit or pay the VA for any paper revenue (rebate)? Answer: Yes, this is based on the paper market rate. There were times where the paper market rate was higher than the cost of shredding. Maybe now it is not the case.
2. Is bid pricing to the VA only to be quoted price per pound for off-site shredding? Answer: Yes, the price is quoted per pound.
3. But then give the VA a rebate for the market value from paper? Answer: the price of paper is now low, you just charge for the shredding by pound.
4. (p. 5) Is it expected that the contractor will pick up paper from containers & already baled paper from the VA? Answer: EMS employees will bring the totters at the dock area where the your secured truck is parked at. All the containers are dumped into the truck and safely and securely you the vendor will take all the paper to your secured facility and shred it. The confidentiality of these documents is very important to the VA. You will be asked questions about it and your facility will be visited to assure the protection of these documents.
5. (p.5 call 2 hrs prior) Will the VA staff bring the containers to the truck? Answer: Yes, our staff will bring that to your truck.
6. Or will the contractor be expected to walk through the facilities to retrieve containers? Answer: NO
7. "The contractor will provide at no cost large tan" Our containers are not tan in color, they are gray. Is there flexibility in color? Answer: Gray is fine, it will take a little time to adjust to the new color, but that is fine. There is only one container that needs to be different in color that is used in Pharmacy for all the patients’ labels.
8. Can an alternate day other than Friday be agreed upon? Answer: Friday is usually the best day for our staffing.

9. Will a Contractor with a NAICS 484210 code be enough for this opportunity? Answer: This solicitation is posted as now a Total Small Business Set-Aside under NAICS Code 423930. IF you are not considered a Small Business under 423930 and considered a Large Business, then at this time a contractor would not be eligible.
