Questions and Answers Solicitation 36C25019Q1420
Q1. Do the portable pop up containment units HAVE TO BE USED.....if so.....do they need to used exclusively only in the procedure rooms and isolation rooms or in all areas including hallways and offices?
A1. Referencing the SOW, from parts 4 and 9- Pop up containments are preferred, but not required. The requirements for containments are spelled out in 4.1.2 and 4.1.3. In addition, the Infection Control nurse issues the infection control procedures as outlined in 9.1.
Q2. Does the ductwork cleaning for Building 27 2nd floor include the vertical shaft to the attic and the main trunk line off of the AHU to the vertical shafts?
A2. Yes.
Q3. The question was asked about the wage rate. It is still unclear what the hourly wage is to be based on.
A3. The Service Contract Act requires the use of the “Register of Wage Determinations under the U.S. Department of Labor.” Page 23 of the Solicitation, 52.222-42 Statement of Equivalent Rates for Federal Hires should read:
| Employee Class | Monetary Wage-Fringe Benefits | |
| 23410 Heating Ventilation, Air | $19.85 + $4.54 |
Conditioning Mechanic
Q4. Should we include access panels in the Duct when we have to cut in access areas for cleaning?
A4. The SOW calls for any penetrations to be professionally patched. Although duct cleaning companies typically do this by installing access panels for future cleaning, it is not a requirement of the SOW. The VA will accept access panels as “professionally patched” if the contractor installs them at their discretion and they are installed in a professional manner.
Q5. In bldg. 27 should we include the main ductwork from the AHU to include the take off to the 2nd floor, since the AHU feeds the 1st floor and the 2nd floor?
A5. The answer is yes, the ductwork from the penthouse AHU to where it splits to the second floor inclusive.
Q6. Disturbing the dust in the Duct area might set off the F/A. Will there be a responsible person from the VA to handle this?
A6. Yes, the COR or designee will be with the contractor during off-hours and available if the work is conducted during business hours. The VAPD will also be informed whenever work is performed.
Q7. What is the new bid date for the above project?
A7. Quotes are now due on Tuesday, September 10, 2019 at 6:00 PM EST.
