City, State, Zip:
Prairie Village. KS 66207
Phone:
Matt McLenon, 913-981-5250

3. Description of Supplies or Services:

The estimated value of the proposed action is $ 377,833.00 VA Ann Arbor Medical Center (VAAMC) requires a powerful medical search engine and suite of innovative applications that allow radiologists and clinicians to improve the quality of patient care. The system must offer to search, alert and a collaboration solution that is crucially needed to be added to our PACS to improve patient care at VAAMC. The technology must have the ability to do a free text search on any word or phrase contained within the radiology report. The technology must provide the ability to report, treat and prevent fatalities early on. The system must have ability to track notifications and treatment of critical results by alerting physicians. The software must assist in helping with health plan documentation and pre-procedure historical data collection.

4. IDENTIFY THE AUTHORITY AND SUPPORTING RATIONALE (see 8.405-6(a)(1)(i)(A), (B), and (C) or 8.405-6(b)), AND IF APPLICABLE, A DEMONSTRATION OF THE PROPOSED CONTRACTOR’S UNIQUE QUALIFICATIONS TO PROVIDE THE REQUIRED SUPPLY OR SERVICE.

|_| An urgent and compelling need exists and following the ordering procedures would result in unacceptable delays.

|X| Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized;

Softek Illuminate is the only system that has patient-centric search capability which allows the radiologist to access information on a single patient from a particular demographic or from all the data residing in our system without logging out of dictation and going into VISTA. Illuminate has capability to build a library from bookmarked files. This system has a clinical search criteria alert that gives the radiologist the ability to send and receive alerts related to any patient or condition. It has a patented data-ranking algorithm with navigation to deliver the most relevant positive results in less than one second. Illuminate has proven compatibility with Philips iSite PACS information data base in other VA facilities.

|_| In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order must not have been previously issued under sole source or limited source procedures.

|X| Items peculiar to one manufacturer:

|X| A patent, copyright or proprietary data limits competition. The proprietary data is: Please see attached patent information from Softek Solutions. Inc. Illuminate holds the registered trade mark for the proprietary software.

|_| These are “direct replacements” parts/components for existing equipment.

|X| The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.

Illuminate by Softek Solutions. Inc. interfaces directly with Philips iSite which is VAAAMC's PACS Provider.

5. DESCRIBE WHY YOU BELIEVE THE ORDER REPRESENTS THE BEST VALUE CONSISTENT WITH FAR 8.404(d) TO AID THE CONTRACTING OFFICER IN MAKING THIS BEST VALUE DETERMINATION:

VAAAMC is a teaching facility. This product bundles multiple research and reporting functions into a single product. This product provides radiation dose tracking, quality management reporting, critical findings reporting, multiple data sources, smart phrases recognition and peer review. This product can be customized to the specific needs of the VA Ann Arbor Radiology Service

6. DESCRIBE THE MARKET RESEARCH CONDUCTED AMONG SCHEDULE HOLDERS AND THE RESULTS OR A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT CONDUCTED:

A Sources Sought Notice was issued on 16 APR 2019 to both FBO and GSA resulting in zero responses.

An Intent to Sole Source Notice was published 23 APR 2019 to FBO resulting in zero responses.

After market research was conducted, it was determined there is not a similar product that can perform the work needed at the Ann Arbor VA facility due to the patents obtained by Softek for the Illuminate Software.

7. ANY OTHER FACTS SUPPORTING THE JUSTIFICATION: N/A

8. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS THAT LED TO THE RESTRICTED CONSIDERATION BEFORE ANY SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES IS MADE:

No further action can be taken due to the proprietary service being provided. VAAAMC would have to change PACs providers, which would not be cost effective.
