B.3 STATEMENT OF WORK (SOW)
Veterans Internet Guest Access Background:
The US Department of Veterans Affairs (VA) is seeking to enhance Internet access to Veterans and their guests during their visits to medical centers and VA facilities across the United States. We are seeking the provision of Internet access for patients, visitors, and other guests of our facilities. The proposed Internet access should provide similar levels of service and access to those found in hotels, restaurants, and coffee shops. The network is not subject to the same security policies and restrictions required by Government and regular VA networks.
These public Internet access areas include, but are not limited to the following:
· at VA Detroit Medical Center
· selected inpatient care and short-stay bedside inpatient public areas
· visitor lounges
· outpatient waiting areas
· main cafeteria
· atrium
· patient education center
· Inpatient TVs
· at Great Lakes National Cemetery
· Visitor Information Center
· General campus and grave markers Main Concern:
The major concern with this design is the co-existing of wireless access points between the public Guest Network and VA National network. There will be competing wireless access point from different networks using various channels and frequencies. As confirmed and recommended by CISCO networks there should be a division of 802.11-2016 standards use as well as frequency and wireless channels. The main object of this Guest network is to provide public access to the internet without, or with minimum, interference.
One of the challenges for this wireless network is the ability to monitor the RF environment, not only for other Wi-Fi devices but for all interference sources in the industrial, scientific, and medical radio band (ISM). This will include Bluetooth, ZigBee 802.15.4 and other devices, with the ability to not only monitor for interference sources, but to also avoid the interference by changing channels in some cases.
WIRELESS GUEST INTERNET ACCESS REQUIREMENTS
The Contractor shall deliver a dedicated 1Gbps public, wireless guest internet access that meets the following requirements.
1. The Contractor shall provide public wireless access points supporting wireless protocols of 802.11 b, 802.11 g, 802.11 n and 802.11-2016. The access points shall be Powered Over Ethernet (POE).
2. The contractor shall perform a site visit to test for RF interference and to identify optimum installation locations for access points. This may include the analysis of building floor plans, inspection of the facility, and interviews with VA Facility Operations and IT management.
3. The contractor shall provide a site survey to include the effective range boundary and the minimum signal to noise ration needed to support the wireless system
4. The Contractor shall collaborate with medical center to prevent potential interference with medical center’s current, and future, wireless access.
5. The Contractor shall provide an alternative to 802.11 b/g/n/2016 access at VHA medical center facility service areas where wireless is determined not to be appropriate in consultation with the medical center staff.
6. The Contractor’s solution shall provide bandwidth throttling, aggregation, and bonding.
7. The Contractor’s solution shall provide sufficient connectivity/response time such that the experience of the user is an acceptable experience. For Inpatient rooms, the ability to stream entertainment content is considered acceptable experience. Patients may use their own devices for this connectivity or through medical-center-provided viewing devices. These wireless devices can connect to the internet and apps such Netflix, etc.
8. The Contractor’s solution shall provide ability for content filtering for internet access. Department of VA filtering parameters shall be provided, centered on security, virus, malware and other harmful internet sites that would bring discredit to the VA or government.
9. The Contractor shall monitor the typical usage of access points, where high usage areas are noted, the Contractor shall reevaluate and upgrade the bandwidth. (If the link/usage averages more than 85% per month, the Contractor shall reevaluate and provide additional bandwidth.) Provide as part of the quarterly utilization report.
10. The Contractor shall adhere to the standards outlined by the National Fire Protection Association (NFPA-101 Life Safety Code).

4. The Contractor shall provide for the physical security of Contractor equipment, as needed. The VA shall provide the Contractor with access to wiring closets as needed. Contractor shall NOT use closets designated for VA IT, and maintain distinct and physical separation of service from the official, VA IT Network.
5. The Contractor shall provide a homepage and login displaying information security warning, public access information, and VA non-liability disclaimer. The VA will provide the information for homepage to the Contractor.
6. The Contractor shall provide an introduction page with usage agreements for acknowledgement at the time of login with information on the program, rules and restrictions and usage agreements. If no agreement acknowledgement is received from the user, access is denied. [Users of the guest access to acknowledge they are aware of the risk of using a public network].

2. The Contractor shall provide service availability with an expected 98% uptime. Equipment shall be on UPS capable of providing 120 minutes of uptime in the event of commercial power loss.
3. The Contractor shall provide sufficient bandwidth to provide a satisfactory user experience for customers using the wireless service. Contractor shall provide Source Bandwidth & Data Rate Price Matrix for the VA to consider service level.
4. The Contractor shall provide to COR a monthly Quality Management Plan. The plan shall address and describe, for the prior month of each Wi-Fi and Hardwired Service Point:

Any system degradation that exceeds a cumulative 8 hours per month shall be reflected in a pro-rated reduction in the monthly subscription charges.
9. The Contractor shall provide quarterly utilization reports at the physical location facility. The utilization report shall address and describe, for the prior month of each service point, typical usage of access points, any areas that require upgraded bandwidth, amount of network traffic and peak simultaneous connections. Any upgraded bandwidth changes shall be charged according to Rate Price Schedule Matrix provided by contractor.
