CENTER (VAMC)—CLEVELAND, OH

PROJECT NUMBER: 541-18-105

QUESTIONS AND RESPONSES TO INVITATION FOR BID (IFB) NUMBER

36C25019B0053

IFB AMENDMENT NUMBER A00004

1. QUESTION – Please confirm whether or not this project is exempt from State of Ohio sales taxes.

Response: The VA is prepared to provide the contract awardee with an Ohio Department of Taxation Sales and Use Tax Construction Contract Exemption Certificate upon request.

2. QUESTION – We respectfully request that the Government consider extending the current RFI Deadline from 5/12/20 at 3PM to 5/15/20. Amendment 02 cancelled the original site visit date and Amendment 03 scheduled the site visit to 5/8/20, however, it did not extend the RFI deadline.

The new site visit date for this project now coincides with 2 other projects for 5/8/20. The other project’s RFI deadlines are 5/15/20. Interest bidders would like to have more than 2 business days to digest the bid documents as well as information obtained at the site visit. Though the solicitation states that the Contracting Officer “may” answer an RFI submitted after the deadline if he/she determines that the response will benefit the VA, it would be helpful if the Government would guarantee questions will be answered if asked.

Response: The VA elected to not extend the pre-solicitation RFI due date.

3. QUESTION – I work with Terik Roofing out of Akron, OH and we will be bidding the VA Surgery Roof project. We were told at the pre-bid meeting on Friday of last week to email you in regard to receiving core cut information of the existing roofing system. If you could send over that information when you get a chance, that would be great.

Response: Please see the continuation pages of this document for the information requested.

4. QUESTION - Can I get a copy of the sign in sheet from the site visit?

Response: The sign in sheet was published to beta.sam.gov Contracting Opportunities on May 13, 2020, as a separate posting from the solicitation and it’s amendments.

5. QUESTION – Attached is a substitution request for the Surgery Roof portion of the VA Hospital project. Allow the below adhesive in addition to the product listed in Section 075216.13, Part 2 – Products, 2.4 Cold‐Applied Adhesive Materials. The products are very similar in characteristics which are outlined below. Requested Modified Membrane Adhesive – low odor, zero VOC, polyether, and 100% solids.

Response: The Bidder shall include the costs for only those products and assemblies specified and shall install and materials and systems per the respective manufacturer’s written directions and the industry standard practices.

6. QUESTION – Substitution Request…please see attached: Allow the below adhesive in addition to the product listed in Section 075216.13, Part 2 –Products, 2.4 Cold‐Applied Adhesive Materials. 7. QUESTION - As part of A.44 VAAR 852.236-72 PERFORMANCE OF WORK BY THE CONTRACTOR (APR 2019), can the contractors work percentage be made of materials only, or does it have to include labor and materials?

Response: The VAAR Clause is clear, in response to your question.

8. QUESTION - As part of A.26 SUPPLEMENTAL INSURANCE REQUIREMENTS, is the Prime required to have insurance without an exclusionary clause for asbestos, if the sub conducting the tear off has it in their insurance coverage?

Response: In the event of offer acceptance, the VA will require proof that the prime contractor is sufficiently insured to protect the VA.

9. QUESTION – Proposed Substitution. Manufacturer: SOPREMA, Sopralene/Elastophene/Colply

Response: The Bidder shall include the costs for only those products and assemblies specified and shall install and materials and systems per the respective manufacturer’s written directions and the industry standard practices.”

10. QUESTION - Good afternoon. I am inquiring about the above referenced project. Wondering due to these uncertain times with COVID if we are to submit bids by mail or electronically? If you could please confirm that would be great.

Response: See page 1, box 8 of the solicitation. The FAR clause allowing electronic bids is NOT part of this solicitation.

11. QUESTION - Attached is a substitution request for the Surgery Roof portion of the VA Hospital project.

Response: Please see the answer to QUESTION 5.

12. QUESTION - Specification Section 075216.13 SBS Roofing 3.13 Surfacing and Coating Installation. Does this section apply to the specified roof system? If it does, please clarify where this is to be applied?

Response: Paragraph 3.14 is not applicable on any of the systems defined on the Drawings.

13. QUESTION - Will roof drains have to be inspected and tested by a licensed plumber?

Response: We do not specify this requirement.

14. QUESTION - What is the existing thickness and/or assembly on the roof?

Response: Detail #02 on Drawing A1.3 shows an insulation thickness of 6”. Detail #05 on Drawing A1.3 shows a maximum insulation thickness of approximately 6”.

15. QUESTION - Can owner verify that detail 9 on page A1.3 does not contain a built-up roof?

Based on the detail, the BUR was scratched off and was replaced to indicate an existing single ply roofing membrane, correct?

Response: Detail #09 on Drawing A1.3 implies that this condition exists.

16. QUESTION - Will there be interior stairwell access to the roof for contractor employees and subcontractors? Or will contractor have to utilize exterior access, such as a stair tower?

Response: SECTION 01 00 00 - Article 1.13 Says that stairs and elevators are not to be used unless there are special circumstances approved by the COR. SECTION 01 50 00 - TEMPORARY CONSTRUCTION FACILITIES AND CONTROLS specifies access is required from exterior locations and provides guidelines.

17. QUESTION - Can the owner verify if contractor is to install one new internal roof drain on roof area D? This will require internal access.

Response: The proposed location for the drain in within a Vestibule area outside of Anesthesia Office #2545. Arrangements can be made in advance to provide the contractor access to the drain and all pipe routing access.

18. QUESTION – Is air monitoring required on this project?

Response: Air monitoring by a professional laboratory or service is not specified.

SECTION 01 00 00 – GENERAL REQUIREMENTS, Article 111. D. specifies OSHA requirements for hazardous material work.

19. QUESTION – The hatched-out sections on plan pages HA1.1 and HA1.2 indicate that there is asbestos at these areas. Plan Coded Notes state an approximate linear footage and square footage.

Is this the only amount contractor needs to account for?

Response: Known hazardous material locations and information are indicated on the “HA” Drawings and specified in SECTION 00 31 26 – EXISTING HAZARDOUS MATERIAL INFORMATION and SECTION 00 31 26a – ASBESTOS SAMPLING REPORT.

20. QUESTION – Can owner verify the new system assembly?

Response: The question was not specific enough to provide an answer.

21. QUESTION – The specification calls for the interply adhesive to be Bio Based. Based on our extensive product knowledge and research, the only manufacturer that has a bio based adhesive for roofing listed and approved by the USDA Bio Preferred Program is Tremco. With that requirement, all of the other roofing products used will also have to be Tremco to achieve the warranty. This requirement prevents non-Tremco contractors from even bidding the project.

Other manufacturers have 0 VOC adhesives, but do not have bio based adhesives. Since this is a proprietary spec as it is written, are we able to bid alternate products, if they meet all other requirements?

Response: It is not the intent to limit adhesive to one manufacturer. Any manufacturer meeting the performance specifications should be acceptable. References to USDA BIOPreferred shall be deleted from the project specifications.

22. QUESTION – Drawings A2.1 and A2.2 roof plan coded note 08 states – Provide leveling of concrete deck per specification 07 55 20. The drawings show note 08 on the entire roof system.

Also, there is a note to include in the SOV a separate line item for 4,000 SF of concrete deck leveling.

Response: There is to be a separate line item for a gross total of 4,000 SF for concrete deck leveling. Those areas with Coded Note #08 are areas where this work may occur.

23. QUESTION – Section 01 00 00 Paragraph 1.2 subsection 1 notes, “Contractor shall completely prepare site for building operations, including demolition, removal and replacement of existing curtainwall, roofing, and other building elements.” Please clarify the scope of work regarding curtainwall as we do not see any drawings or specifications for a curtainwall.

Response: The comment is stating that the Contractor is responsible for the demolition or reconstruction of walls and wall-related conditions required for the new Roof Replacement Work. The existing "A" & "B" roofs may have roof coping details and other adjacent wall conditions including curtainwall, that may or may not impact the roofing work.
