655-15-108 – Medical Center Security System RFI Questions and Answers Questions and Answers:

Question: When is the project due?

Answer: August 14, 2019 Question: Is there going to be a walk-through conducted?

Answer: Yes, this was held on July 10, 2019.

Question: Does the Bid specify a certain kind of license that is needed?

Answer: Yes, Please Refer to the documents provided in the solicitation. Below are some examples.

01 00 00 -4 GENERAL REQUIREMENTS

All tradesmen shall be licensed in the line of work they are performing. The General Contractor shall provide proof that all tradesmen are licensed in their field of work. Journeyman to apprentice ratio is minimum 1:1.

28 05 00 - 5 COMMON WORK RESULTS FOR ELECTRONIC SAFETY AND SECURITY

C. Contractor Qualification: 1. The Contractor or security sub-contractor shall be a licensed security Contractor with a minimum of five (5) years’ experience installing and servicing systems of similar scope and complexity. The Contractor shall be an authorized regional representative of the Security Management System’s (PACS) manufacturer.

06 10 00 - 4 PHYSICAL ACCESS CONTROL SYSTEM

C. Contractor Qualifications: Contractor’s technician performing the Work shall be a factory-trained, licensed security contractor with a minimum of three (3) years’ experience installing, programming, and servicing systems of similar scope and complexity. Contractor shall provide project oversight by a BICSI Certified Commercial Installer Level 1, Level 2, or Technician. Contractor shall be an authorized representative of the PACS manufacturer. A Registered Communication Distribution Designer (RCDD) certified by Building Industry Consulting Service International shall provide consistent oversight of the cabling throughout design, layout, installation, termination and testing. Contractor shall be an authorized representative of the PACS manufacturer. and have a service facility within 100 miles of the project site with enough parts inventory to support the service requirements associated with this contract and diagnostic equipment. The Owner reserves the right to visit Contractor referenced sites, with the site Owner’s permission and representative, to verify the installation quality and Owner’s level of satisfaction.

28 16 00-2 INTRUSION DETECTION SYSTEM

C. The Contractor or security sub-contractor shall be a licensed security Contractor as required within the state or jurisdiction of where the installation work is being conducted.

28 23 00 - 3 VIDEO SURVEILLANCE

F. Contractor Qualification:

1. The Contractor or security sub-contractor shall be a licensed security Contractor with a minimum of five (5) years’ experience installing and servicing systems of similar scope and complexity. The Contractor shall be an authorized regional representative of the Video Assessment and Surveillance System’s (VASS) manufacturer.

Question: Is an ATO required?

Answer: An ATO (Authorization to Operate) is NOT required, however all software and hardware with embedded software must be (TRM) approved before allowed on the VA Network. (https://www.oit.va.gov/services/trm).

Question: If so how is responsible for testing and certifying?

Answer: The Contractor is responsible for all testing and certifications.

Question: Will the IT department provide an IP schedule

Answer: The VA will provide a Range of addresses. The contractor will be responsible for assigning the addresses. The IP Address form is to be filled out by the contractor and OIT will program the ports. This form will be provided upon request after award and must be completed by the contractor. The form includes the following; IP address, gateway, subnet, Device name, Type, System Name, Physical location, IT hub location, patch panel, patch panel port, MAC address, switchport, and switch name.

Question: Can you identify the required camera storage requirements or desires?

Answer: The contractor is responsible for providing data storage calculations based on the specification requirements. These storage requirements are for new and existing devices on the system.

28 23 00 - 1 VIDEO SURVEILLANCE

PART 1 – GENERAL

1.1 DESCRIPTION

A. Provide and install a complete Video Surveillance System, which is identified as the Video Assessment and Surveillance System hereinafter referred to as the VASS as specified in this section. Multiple network video recorders (NVR) shall be provided to maintain a 30-day backup of camera footage for all cameras.

28 23 00 - 9 VIDEO SURVEILLANCE

2.5 NETWORK VIDEO RECORDERS

A. All cameras on the VASS System shall be recorded in real time using a Network Video Recorder (NVR). The type of recording device utilized shall be determined by the size and type of VASS System designed and installed, and to what extent the system is to be utilized. Contractor shall provide enough NVR capacity to add 10% additional quantity of cameras. Multiple NVRs are required due to the quantity of cameras.

J. Complete audit trail database, with minimum of a six-month history that tracks all events related to the alarm; specifically, who, what, where and when.

Question: Please provide the status of the Police Ops. Building power upgrade.

Answer: Sheet 2-E111 Note 4: Delete “Spare 20A”, Replace with “30A 22k AIC”, Sheet 2-E111 Room 2-102 Add (3) quad receptacles at 72” AFF on East Wall at Monitor locations, Add (3) video/data receptacles at 72” AFF for security monitors. Add surface raceway for all new and existing video and data cabling for security PC’s and monitors, Provide and install wall mount bracket for Security workstation.

Question: Please provide the status of Duress System additions.

Answer: Specification 28 16 00 1.1 A. Delete and replace with: Provide and Install additional BOSCH system duress buttons in the audiology booths. There a (4) audiology booths on the west end of the fourth floor.

Provide (4) BOSCH D9127 POPIT modules and duress buttons, connect to existing Bosch D7412G Intrusion/Duress system located in B130-1, Install 1” Purple EMT riser from B130-1 to 4259-1 (Electrical Closet). Install 4 11/16” Junction Box on each level of the 1” EMT riser. Install ¾” Purple EMT from 4259-1 to locations of buttons. Sheet 2-T121 Delete Drawing Note 2. An API (Application Program Interface) is required to annunciate intrusion and duress alarms from Genetec to the existing LynxDispatcher. Network Duress and Emergency Notification Systems; Contact (972) 231-6874 Ext 129; Tim.Lee@mitsi.com; www.Lynxguide.com. For bidding purposes provide pricing for 20 intrusion zones and 20 duress zones. The Bosch system is currently integrated with the Genetec system, but this integration will need to be verified so the system will work as described. A duress call on the Bosch IDS passes to Genetec security center which then passes to LYNX, which provides an audible annunciation of the location directly to the Police radios via the existing LYNX dispatcher.

Question: What is the number of system client workstation presently being utilized?

Answer: There are currently 5 Dedicated Client workstations, which will require software upgrades.

Question Is there a desire for additional?

Answer: See Specification 28 13 00

1.1 A. Provide access licenses for 10 concurrent users.

Question: The Cameras specifications are written for Pelco Cameras, will alternatives be reviewed?

Answer: YES, Bosch Autodome IP 5000i, Dinion Capture 5000, Flexidome IP Outdoor 5000 HD, and Flexidime IP Indoor 5000 HD were evaluated as basis of design.

Question: What is the average time for this site to have security clearances processed and badges issued?

Answer: Security Clearances are performed at the Independence Ohio site and can range from 30-90 days. It is imperative that this be a priority for Security contractor staff to apply immediately upon award of the contract.

Question: What is the count of analog cameras staying?

Answer: Zero (0) Analog cameras are staying. All analog cameras are to be removed and turned over to the COR.

Question: And why would you do this?

Answer: N/A

Question: What are the network requirements on operating systems running on the VA network?

Answer: All workstations must be Windows 10 and Servers are Windows 2012 or 2016 and are to be virtualized. No local instances of SQL are allowed. If SQL is required, it must be virtual and support 2012 or 2014.

Question: Do we need to be prequalified in order to bid this project?

Answer: This project is a set Aside for Service-Disabled Veteran-Owned Small Business, however you can provide a proposal to a SDVOSB contractor bidding on the project. You can view the Interested Vendors List in the solicitation as well as the Sign in sheet for the site visit, both are on the FBO.GOV site.

Question: Are there any other requirements that are necessary to bid this project

Answer: See solicitation and SDVOSB contractor for additional requirements.

Question: Is August 14 the bid deadline?

Answer: YES

Question: Print ES has 99 cameras.

Answer: Print ES100 reflects 97 Outdoor cameras and the (2) 360 degree indoor cameras for Bldg 35 which is shown on interior camera riser diagram. B35-01 (F-27) and B35-02 (F-28). Sorry for the confusion.

Question: Print T500 has 96 cameras What print should we use?

Answer: Both. Thank You for finding this error. LP-1228-2 (PTZ-31) is missing from the Exterior Non-Building Mounted Camera Detail on Sheet T500. This camera will have the same notes as LP-1228-1 (PTZ-70). Also, as noted in your question (4) below, Cameras PL-08 (F-30) and PL-09 (F-31) are also missing from the detail. Which equals 99 cameras.

Question: LPR cameras are not shown on T500 one-line drawings.

Answer: License Plate Reader Camera are shown on the Exterior Non-Building Mounted Camera Detail on Sheet T500.

Question: F-30, F-31 cameras are not shown on T500 one-line drawings.

Answer: These two cameras are to have the same notes as LP-1228-1 (PTZ-70) as well. Connected via fiber optics to Bldg 3-TR.

Question: HH 261, does not show new conduit feeding it. Are we to install a new 2” PVC conduit from HH-287?

Answer YES. See plan Note (4) on Sheet TS103.

Question: Conduit size for the fiber is not large enough in most cases. Diameter of 4 strand armor fiber is .47 inches.

Answer: Multi Strand Armored Cable is acceptable to be ran to HH-262. A Waterproof Fusion splice can be performed and mounted to the side of the enclosure and must also include the 2 strand spares as indicated on the drawings.

Additional Multi-Strand cables with waterproof fusion splices will be acceptable with COR approved locations and must also include the 2 strand spares as indicated on the drawings. A very detailed riser as built will be required showing all colors and locations.

Question: In drop ceiling areas can we use J-hooks for cable support from the cable tray to the camera?

Answer: YES, but must meet 2017 NFPA 70 800.24, Mechanical Execution of Work. Communication raceways and cables can’t be supported by the ceiling-support wires or the ceiling grid, However, independent support wires secured and labeled at both ends can be used to support communications raceways or cables. The installation shall also conform to 300.4(D) and 300.11.

Areas with open ceilings shall be installed in a minimum ¾” Factory Coated purple EMT conduit connected directly to the base of the camera and include a 4 11/16” junction box to install a service loop, unless the service loop can be installed in the base of the camera. The Conduit shall be run to the nearest cable tray and effectively bonded with the TMGB (Telecommunications Main Grounding Busbar).

Question: HH 261, does not show new conduit feeding it. Are we to install a new 2” PVC conduit from HH-287?

Answer: YES. See plan Note (4) on Sheet TS103.

Question: Drawings TS103 shows a PTZ-60 being installed at the front canopy column. Is there existing conduit pathways to this location?

Answer: YES. There is an existing raceway in the column routed to the pipe tunnel under the main entrance. This pipe tunnel is accessible and has concrete floor with an +/-5ft ml ceiling height.

Question: During the pre-bid meeting there was mention of VA supplying switches – to be confirmed. Please identify any project related IT hardware that is intended to be supplied by VA, and the extent of any labor also assumed by VA – i.e. if the switches are supplied by VA, would contractor configure them, or are they supplied as configured?

Answer: The VA will provide and program all network switches.

Question: Please confirm desired Genetec version for upgrade (some customers prefer one revision back till all bugs are worked out of latest).

Answer: Please provide the latest release by Genetec upon acceptance (Final Completion) of the project by the VA.

Question: Please confirm hours available for drilling on site.

Answer: Please reference General Requirements Specification 01 00 00 1.14 Operations and Storage Areas Sections D & E.

It typically works best for both parties to perform work that transmits vibrations and noises prior to 8am. There are exceptions such as building 22 that is occupied 24/7. We try to coordinate that work during lunch when the residents leave their rooms. Also, after 6:30pm works for most areas as well. This is a sensitive issue and must always be coordinated with the COR.

Question: What are the requirements for the Genetec training?

Answer: Onsite Training at the Saginaw VA to be provide by Genetec as indicated below for 10 participants for the following 3 courses.

SC-OTC-001: Security Center 5.x Omnicast (Video) Technical Certification (2 days) SC-STC-001: Security Center 5.x Synergis (Access Control) Technical Certification (2 days) SC-ETC-001: Security Center 5.x Enterprise (Advanced) Technical Certification (2 days) (*SC-OTC-001 or SC-STC-001 is a prerequisite for this class).

Question: At what point does the Genetec upgrade needs to be completed?

Answer: Upon final acceptance of the project by the VA.

Question: Will the contractor be required to obtain VPN access?

Answer: YES, As stated at the site visit. The Security Subcontractor will need to apply for VPN access immediately upon award of the contract. This requires a security clearance and usually takes between 30-90 days. Delays in requesting this access will not be cause for delays in the project.

Question: What is our downtime duration when swapping out existing cameras?

Answer: When existing cameras are demolished, the replacement camera shall be back online the same day or shift.

Question: For camera’s mounted to building exteriors, will surge suppression be required?

Answer: YES

Question: Camera’s B35-01, F-27 and B35-02, F-28 are not shown on the one-line drawing T500. Please advise where these cameras are to be pulled too.

Answer: These cameras are shown on the Interior Camera riser Diagram on Sheet T500.

Building 35 is the pavilion. 35-TR to 9-TR.

Question: LP-1198 is noted on T500 to be pulled as copper. Do to the length of this run we believe it should be pulled as fiber? Please advise

Answer: Concur. Please modify LP-1198 (PTZ-12) to match that of LP-1212 (PTZ-13).

Clarifications:

1 - Replacement Fencing

This sheet specifies replacement fencing around Building 19. The east and west sections secure the facility high voltage transformers. The replacement gates on these sections must include panic hardware on the inside for egress. They should also contain a BEST cylinder for use with the current Facility keying system.

The north section of fencing around Building 19 secures the remote radiators for the facility emergency generators. This access gate shall include a locking mechanism to install a padlock.

Both these areas must maintain secure during the duration of construction activities. Temporary security measures must be put in place and at no time are these areas to be left unattended when not in a secure state.

Also, regardless of what is shown on the drawings, it is the responsibility of the Contractor to Provide a complete, operational, and functional system. If locations are shown to install with Category 6 cable and exceed the allowable distance for that method than the Security Contractor should provide that device with fiber optic communications and power.

1.1 DESCRIPTION

A. This Section, Common Work Results for Electronic Safety and Security (ESS), applies to all sections of Division 28.

B. Furnish and install fully functional electronic safety and security cabling system(s), equipment and approved accessories in accordance with the specification section(s), drawing(s), and referenced publications. Capacities and ratings of cable and other items and arrangements for the specified items are shown on each system’s required Bill of Materials (BOM) and verified on the approved system drawing(s). If there is a conflict between contract’s specification(s) and drawings(s), the contract’s specification requirements shall prevail.

Reference: SECTION 28 05 13 CONDUCTORS AND CABLES FOR ELECTRONIC SAFETY AND SECURITY

PART 1 - GENERAL

1.1 DESCRIPTION

A. This section specifies the finishing, installation, connection, testing and certification the conductors and cables required for a fully functional for electronic safety and security (ESS) system.

3- Sheet TS101 Plan Note 5:

Currently READS:

“Connect to Existing 1” raceway stubbed up from interior columns. Mount new camera at top of brick column. These are to be outdoor rated cameras mounted indoors”.

Revise to READ the same as Note 5 on TS102.

“360 degree cameras. Connect to Existing 1” raceway stubbed up from interior columns. Mount on rafters to provide complete area coverage. Install new wall mounted JB to existing 1” raceway. Install new ¾” EMT raceway from JB to camera location. Paint conduit to match color of trusses. (Similar to Light Brown)”.

These are shown on ES100 as B35-01 (F-27) and B35-02 (F-28).

Sheet TS103 Plan Note 4:

Plan note 4 is not indicated on the drawing. This Note should be placed at Grid location D6 adjacent to new HH-261.
