2. CLARIFY THAT
BID OPENING DATE & TIME HAVE BEEN CHANGED TO MAY 15, 2019 AT 2:00 P.M. EST. THE BID OPENING LOCATION HAS NOT CHANGED AND WILL BE HELD AT 2780 AIRPORT DRIVE, SUITE 340, COLUMBUS, OH 43219
(CONFERENCE ROOM).
ALL OTHER TERMS AND CONDITIONS SHALL REMAIN THE SAME.

Replace Atrium Roof for Project 541-19-502 – (Questions in black - Answers directly quoted in red)
1. Due to the unique configuration of this roof will a white 80 mil PVC with the standing seam ribs be acceptable? Gray may not be available. – “White is not acceptable. Provide gray as specified.”
1. Drawing A1.1, specification section 00 31 26 (Hazardous Material), and abatement report have been reviewed. Will the General Contractor be responsible for the abatement scope of work or will the VA issue a separate contract direct with an abatement contractor? Please clarify. “Existing materials were tested and results for all materials were NAD (no asbestos detected). The referenced spec section describes all of the existing building materials that were tested. If some material that was not tested is somehow encountered, the VA will test the material (and abate if required) under separate contract.”
1. Drawing A1.1 – Demolition General Note 6 – Scope of work for the removal and replacement of metal decking as well as sprayed fireproofing is called out to be listed as a separate line item within the schedule of values. Schedule of values is for work that is already contracted. Should this scope of work be separated as an alternate or should this scope of work just be included as part of the General Contractor’s bid? Please clarify. “The intention of this requirement is to be able to quickly address any rusted or damaged metal decking that may be encountered during demolition. It is not a bid deduct alternate because the need will not be known at the time of contract award. The base bid must include the replacement of 500 s.f. of fireproofed metal decking with a separate bid line item identifying this cost. If no damaged decking is encountered, the amount of the line item is to be returned to the VA as a credit.”
1. Drawing A2.1 – Does the roof access ladder need to be galvanized? Please clarify. “Drawing references spec section 05 50 00. Page 7, F.2.a Finish states that steel and iron is to be galvanized unless noted otherwise.”
1. Drawing A3.1 – Is the electrical contractor to modify the existing light fixtures or supply new light fixtures? Please clarify. “The existing light fixtures are to be reused. As noted on the detail, a steel base plate is to be provided on the new frame to accommodate the existing lights’ mounting bracket fasteners.”
1. Drawing A3.1 – Should the steel pipe lighting support frame assembly be galvanized? Please clarify. “Yes, detail notes it to be 1.5” diameter galvanized steel pipe.”
1. Drawing A3.1 – Should the existing aluminum composite panels be modified or replaced? Please clarify. “The finished product is to be metal panels that accommodate the required 8” (min.) flashing and match the remainder of the wall in material, color, and finish. If during construction the contractor finds it advantageous to modify the panels in lieu of purchasing new, it will be permitted. However, a change order will not be provided to purchase new if the contractor assumes reusing the panels and then is unable.”
1. Drawing A3.1 – Note states that, “Contractor may at contractors’ sole option and at no additional cost to the VAMC install new composite metal panels in lieu of reworking and reinstalling existing affected panels. New panels shall match existing panels to remain in every way (color, thickness, joints, etc…)” This statement is ambiguous at best and will undoubtedly affect a level playing field for SDVOSB contractors. SDVOSB General Contractor and subcontractor will not know if the panels are salvageable until they are removed. Should an alternate be created for the cost to replace composite metal panels in lieu of forcing SDVOSB General Contractors to make a decision as to whether or not they obtain quotes for reworking versus complete replacing? Please clarify. “The finished product is to be metal panels that accommodate the required 8” (min.) flashing and match the remainder of the wall in material, color, and finish. If during construction the contractor finds it advantageous to modify the panels in lieu of purchasing new, it will be permitted. However, a change order will not be provided to purchase new if the contractor assumes reusing the panels and then is unable.”
1. Drawing A3.1 – Should the existing downspout be replaced? Please clarify. “No. Existing downspout is expected to be able to be reused. Downspout will likely need to be removed to accommodate metal panel modification/replacement.”
1. Drawing A1.1 – Should contractor maintain the elevation for the existing roof drain? Please clarify. “Yes.”
1. Should the scaffolding be designed by a professional engineer or can the scaffold supplier design themselves? Please clarify. “The scaffolding must be designed, installed, and maintained to comply with all requirements for OSHA, CFR, and any other applicable governing bodies.”
