The testing platform contains the broadest spectrum of automation testing for blood banks. The instrument has the highest throughput with minimum interaction from the techs. The instrument can interface with other VAs for collaborative Blood Banking during reduced staffing; no other company has that

Revision 01 Eff Date: 04/23/2018 ability. Since the instrument is free standing, no construction is required to place the device. The only other competitor would require construction to implement. The instrument has reduced sound and has the simplest maintenance; requiring little to no tech interaction. In addition, unlike it’s competitor, the instrument does not require monthly maintenance. The cost of reagents utilized in the instrument are less expensive than its competitor.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: Refer to paragragh #8
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and
Reasonable: Based on comparison to a recently awarded contract and comparison to the manufacturer prices, it is anticipated the proposed pricing will be fair and reasonable and in the best interest of the government.
8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons
Market Research Was Not Conducted: Program Office is requesting Brand Name Only purchase.
The Program Office conducted extensive market research to include a Web-based search, personal interviews with other laboratories and personal contact with all the vendors they believe offer a suitable product. A demonstration was conducted in person by each of the vendors on the laboratory’s premises with ample opportunity for techs to ask questions and manipulate instruments.
IAW 810.001-70, a search of the Vendor Information Page (VIP) or Vetbiz using NAICS Code 334516, keyword “blood” revealed 2 Service-Disabled Veteran-Owned and Veteran-Owned Small Business (SDVOSB/VOSB) concerns. Items were found on GSA contract GS-07F-5934R, with SDVOSB, Government Scientific Source, Inc. A few of the small dollar items were found on FSS contract V797P-2210D, with LB, Cardinal Health 200, LLC. GSA eLibrary was search using the manufacturer Bio-Rad Laboratories with one result Cardinal Health 200, LLC. Bio-Rad Clinical search resulted in Government Scientific Source, Inc.
The VA National Acquisition Center (NAC) was reviewed for the sought requirement. The catalog review revealed zero schedule contracts. A similar review of the SAC, MSPV-NG, NX Equipment Catalog and the National Strategic Source Listings resulted in zero schedule contracts.
9. Any Other Facts Supporting the Use of Other than Full and Open Competition: Based on the Program Office’s market research they believe the Bio-Rad IH1000 system is the best value to the Government. Determining factors include: Bio-Rad is a free-standing instrument requiring less maintenance (zero Monthly maintenance), offers a higher variety of testing to meet the needs of the service, lower production of noise, less expensive reagents overall, the lowest maintenance time for Tech interaction and provides expanding capabilities for future interactions with other VAs.
