X X X X One (1) This solicitation is hereby modified to answer "Questions". See Attached.

Jaime N. Reed Contracting Officer I Questions and Answers

1. Question: On Page 6, it states "the VANIHCS intends to award a single, IDIQ contract for the geographical location of Fort Wayne, IN." After researching the area, we have found only one organization can fulfill all of the services required in the statement of work. To increase competition, lower costs, and expand patient choice, would the VA reconsider its single source award strategy and be open to making multiple awards for the contract services?

Answer: No, the Government intends to award Single IDIQ for the Geographical location of Fort Wayne, IN.

2. Question: The solicitation talks about a physician to provide the professional services. Would VA NIHCS permit a qualified advanced practitioner to provide some or all of these services?

Answer: No, we already have an NP that is assisting.

3. Question: Can the professionals services be provided outside of the normal hours of operation of 8am-4:30pm such as beginning at 7:00am or 7:30am or after 4:30pm?

Answer: No. The hours of operation will be that identified in the RFQ.

4. Question: On page 6, it states "all services that cannot be performed on-site at the VA NIHCS shall be performed at the contractor's facility and will be processed and billed through the Non-Care program.". Would the VA be open to having the professional component (services listed in the schedule of supplies/services) and refer the technical component to another vendor?

Answer: No, this must go through the Non-VA care program consult process and work cannot be solicited to a specific vendor.

5. Question: What is the anticipated volume of patients connected with the solicitation? How much time does the current contractor spend providing the professional services being solicited at VA NIHCS?

Answer: Please refer to the schedule of services and the ordering limitations clause 52.216-18

6. Question: How does the VA Choice program work within the scope of this contract? Since the radiation oncology technical services or treatments are not covered under this solicitation, will veterans have the ability to choose another provider/facility for their radiation therapy treatments?

Answer: These are not within the scope of the required services of the RFQ and VA contracting is unable to answer this question.

7. Question: What is the non-VA Care timeframe for making payment for radiation oncology technical services? Will they require a pre-authorization for these technical services?

Answer: These are not within the scope of the required services of the RFQ and VA contracting is unable to answer this question.

8. Question: What is the start-up period for this contract once an award is made?

Answer: Refer to the “Price Schedule”

9. Question: On page 77, it states, "All questions regarding the solicitation must be submitted electronically to Michelle.Ford2@va.gov within three (3) days of solicitation issue. It goes on to say, "Follow-up questions must be submitted within one (1) day after initial question has been answered. Are these considered to be business days?

Answer: These are Business Days. You are allowed one (1) follow-up question to the Q & A.

10. Question: On Page 77, it states, "Answers to submitted questions will be provided via solicitation amendment and posted to FBO, two days before quotation due date." In many cases, responses to submitted questions have a major bearing on offeror's formulated response. We ask the VA to reconsider this and be open to extending the due date by at least one (1) week of the last posted "answers to questions" response amendment by the VA.

Answer: No

11. Question: This solicitation was issued on Friday, November 9th. Responses are due Monday, November 26th. Given that two of the days in this time period are government holidays (Veterans Day on the 12th and Thanksgiving on the 22nd), it only gives offerors 10 business days to respond. This does not take into consideration pre-scheduled vacations where key decision makers are out around both holidays. Furthermore, RFPs that require a technical, past performance, and price response are afforded up to 20 business days to formulate a thoughtful, thorough response. With that in mind, we respectfully request the due date be moved to close of business on Friday, December 7th.

Answer: No, this RFQ will not be extended. Furthermore, this is being conducted under FAR 13 therefore, the due date for this RFQ (Not RFP) will remain as identified in Block 8 of the SF1449.

12. Question: The solicitation does not allow the VA patient to receive the professional services at the same location as the technical services. We find that patients like to see the facility as part of the radiation oncologist consultation. Is it possible to provide the professional services other than the tumor board off-site?

Answer: No. All professional services should be done on-site.

File details come from the government source that posted it.
