VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

VHAPM Part 813.106 Page 1 of 1 Original Date: 08/30/17 Revision 01 Eff Date: 04/23/2018

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID:____757-18-3-197-0143___

1. Contracting Activity: Department of Veterans Affairs, VISN 10, Chalmers P. Wylie Ambulatory Care

Center (VAACC) in Columbus, OH

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

This project will upgrade the existing Nurse Call system installed at the Chalmers P. Wylie Ambulatory Care Center in Columbus, OH. The existing infrastructure will be utilized to upgrade the Patient Station’s, Host Controller’s, Power Supply’s, Zone Annunciator’s, Dome lights, and ancillary devices.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Due to the Urgent & Compelling need to upgrade the existing Nurse Call system which is currently non-functional and poses a patient safety risk, the VAACC will utilize the existing infrastructure to upgrade the system. This requires a vendor who has familiarity with the existing infrastructure to accommodate the accelerated schedule. Also, to plan for possible outages in the future, this system must be able to be integrated with the existing fire alarm system (SimplexGrinnell) to be able to send notification/alarm if the Nurse Call System were to become inoperable.

4. Description of market research conducted and results or statement why it was not conducted:

Market research was conducted including research to see what systems & technology are currently available. Speaking with vendors to see what was feasible in the time frame required by the VAACC.

Receiving and submitting for a full project to replace the entire system with the supporting infrastructure. Due to the cost associated with replacing the entire infrastructure as well as the timeline required to create a safe patient environment, Johnson Controls was the only vendor who could meet the requirements.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
