PERFORMANCE WORK STATEMENT
1. Contract Title: Cleaning Commercial Mats.
2. Background: As our Medical Center expands and getting busier, it is becoming harder for our housekeeping aids to keep all areas cleaned and dry at all the times. With about 8,000 patients plus the visitors walking throughout the medical center daily, current mats are being used heavily and it has become very hard for our Environmental Management Service (EMS) employees to keep the mats cleaned and dry. Also, due to large sizes, it has become impossible to assure a thorough and acceptable cleanable state of these mats, and it could be a health hazard for our employees. EMS has consistently purchased different kind and sizes of mats in the last few years, but due to heavy traffic these mats were not lasting long, so last year we purchased some special mats for the main hospital and the cares tower, that were very heavy and large, perform in different climates and conditions, have enough thickness to eliminate rolling and turning of corners and have excellent water and soil retention. Considering all these factors, we are looking for an experienced vendor that will offer EMS a full mat cleaning service, to include picking up the mats throughout the hospital, transporting them to their own facility with the vendors’ transportations vehicles, clean the mats, dry them and bring the mats back to the hospital and replace them at the same location, wherever they were picked up from. This solicitation is a Total Small Business Set-Aside, and the Authority for this contract is FAR Part 13.5 (Simplified Procedures for Certain Commercial Items).
3. Scope and Specific Tasks: This project would be used all over the areas of the hospital with emphasis on entrances both main hospital and cares tower, side entrances, elevators main building and atrium.
Due to the specific nature that most of these mats are made of with special and heavy materials to resist time and traffic, EMS requires that the vendor use only carpet cleaning detergent, and no chemicals during the washing process. EMS would also prefer that the mats are dried hung over a long period (10-12 hrs.) from hanging racks in a controlled drying room temperature, to avoid contact with mats as much as possible.
Specifications:
· Pickups/delivery will be made bi-weekly or hospital needs. The Contracting Officer Representative (COR) reserve the right to rearrange the schedule if needed. This service is required to happen on Saturdays (every other Saturday) beginning at 8:00 am to avoid interfere with our patients.
· Pickups requirements: When the crew arrives, they will coordinate with a VA Contracting Officer Representative (COR) or COR’s designee for any guidance and directions relative to which mats will be taken on that given day. The crew can bring their own carts for transportation within the hospital or they could coordinate with EMS so we would provide 2 carts from the linen closet to help with transport. As the mats are rolled and carted/carried to vendor’s trucks by the vendor’s service techs or employees, it is the vendor’s responsibility to notate and assure that these mats are returned exactly to the same place where picked up from. When the mats arrive back to the cleaning plant, as the mats are being pulled from truck, the mats are to be measured and tagged.
· Delivery. The crews should double check to make sure all the mats picked up are accounted for prior to delivering. Upon arrival, the tech must call the COR to alert him. When they arrive at the hospital the clean mats are then loaded onto carts and brought into the hospital to lay out. The vendor’s crew must unwrap the clean mats, assures the proper roll up the dirty to replace and take paper away.
