STATEMENT OF WORK

Project Title: Water Monitoring Equipment

Project #: 538-17-503

Objective: Execution of Continuous Monitoring of Engineering Controls in Potable Water compliant to Department of Veterans Affairs VHA Directive 1061 dated August 13, 2014.

Continuous Water Quality Monitoring:

– Potable water entering each building subject to this Directive shall be continuously monitored for incoming water pressure and the following characteristics: temperature, pH, dissolved solids, and oxidant residual.

– Minimum locations: incoming water supply to the building, and hot water discharge at the hot water source equipment.

Continuous Temperature Monitoring:

– Hot and cold potable water distribution systems shall be monitored.

– Minimum locations: incoming water supply to the building, water storage tanks, hot water discharge at the hot water source equipment, hot water return proximal to the hot water source equipment, water at the return of circulation loops, and water supplied to representative outlets (e.g., loop or branch, hydraulic remoteness, flow).

Statement of Work:

Contractor shall provide and install a total of 11 Potable Water Continuous Monitoring Systems (2 for each of the following buildings: 24, 26, 35, 210 and 211, and 1 Monitoring system for building 27), and 5 additional temperature probes (one for each hot water system in buildings 24, 26, 35, 210, and 211) that meet the requirements listed in this statement of work. Contractor shall ensure that the equipment is installed per manufacturer’s recommendations. The contractor shall provide a water monitoring system that stores data internally until downloaded by facility staff. Unit must be capable of storing all data for a minimum of one full month.

Items required are as follows:

DESCRIPTION
QUANTITY
Water Monitoring System
11
Water Temperature Sensor and Thermowell
5
Technical Support Start-up
11

1. Potable Water (WMS) Continuous Water Monitoring System

Panel mounted system for automatic monitoring of free or total chlorine residuals, pH, temperature, pressure and dissolved solids. The system must continuously monitor these sensors and make the data available for download by V.A. staff at any time.

The chlorine monitor must meet the following minimum requirements:

- Measure free residual oxidant (FRO) or total residual oxidant (TRO) in potable water systems using the EPA accepted DPD colorimetric test method for measuring chlorine.

- Measure chlorine residuals at configurable frequencies as short as 180 seconds.

-Support water sample temperatures of up to 150°F using a sample cooler.

- Measurement accuracy of 5% or less for readings of 0-6 mg/L as FRO or TRO

- Comply with US EPA regulation 40 CFR 140.74, Standard Method 4500-CLG, and US EPA Method 334.0 “Determination of Residual Chlorine in Drinking Water Using an Online Chlorine Analyzer.

- Support both a Modbus and 4–20 mA signals.

- NEMA 4X rating or equivalent.

Water Temperature Sensors:

- Compact and Programmable temperature sensor with built-in transmitter

- Must be programmable by a computer

- 4 to 20 mA signal output

- 13 and 24 mm probe length

- The body must be stainless steel AISI 316L

- Temperature range of -58 to 248 0F

- Provide cables for hard wiring to water monitoring system

- Sensor accuracy class A in accordance to IEC751

The data logging device must meet the following minimum criteria:

-The system must be properly calibrated and maintained to ensure accurate and reliable performance on an ongoing basis.

- Automatically collect and log data at user selected intervals.

- Log device data date/time stamps and store in non-volatile memory.

- Store interval data locally until the next scheduled upload.

Support a Modbus interface plus fifteen additional analog or pulse input signals.

-Capable of transporting data securely to servers owned and operated by the equipment over Ethernet Wide Area Networks (WANs).

- Capable of providing secure data access and analysis using any connected computer device.

-NEMA 4X rating -Capable of future connection to a building automation system via a local area network (LAN)

The total system must be pre-wired and pre-plumbed on a rugged single skid to ensure high quality and a simple installation. Installation must require only one tap from the main water line to provide a continuous sample stream of water to the monitoring system. The system must be fully powered by a single 110V power supply.

2. Maintenance Services (Guarantee Period Services)

The system must be properly calibrated and maintained to ensure accurate and reliable performance on an ongoing basis.

The Flat Monthly Fee for each system must include:

- Training

- Monthly calibration and supply of consumable supplies

- Monthly refreshment of test reagents for the chlorine analyzer

- All consumable parts for system components

- Chlorine analyzer – reagents, tubing/cuvette kits, replacement cuvettes, check valve sets and check valve flushing kits

- Labor, travel and expenses

3. Place of Performance:

The place of performance is the units will be supplied to the Chillicothe VA Medical Center.

4. Period of Performance:

The period of performance is 180 calendar days from contractor’s receipt of Notice to Proceed, and 1 year (365 calendar days) of Guarantee Period of Services.

NOTICE OF REQUIRED REGISTRATION WITH CONTRACTOR PERFORMANCE ASSESSMENT SYSTEM (CPARS)

(a) as prescribed in Federal Acquisition Regulation (FAR) Part 42.15, the Department of Veterans Affairs (VA) evaluates contractor past performance on all contracts that exceed $150,000, and shares those evaluations with other Federal Government contract specialists and procurement officials. The FAR requires that the contractor be provided an opportunity to comment on past performance evaluations prior to each report closing. To fulfill this requirement VA uses an online database, CPARS, which is maintained by the Naval Sea Logistics Center in Portsmouth, Virginia. CPARS has connectivity with the Past Performance Information Retrieval System (PPIRS) database, which is available to all Federal agencies. PPIRS is the system used to collect and retrieve performance assessment reports used in source selection determinations and completed CPARS report cards transferred to PPIRS. CPARS also includes access to the federal awardee performance and integrity information system (FAPIIS). FAPIIS is a web-enabled application accessed via CPARS for contractor responsibility determination information.

(b) Each contractor whose contract award is estimated to exceed $700,000 is required to register with CPARS database at the following web address: www.cpars.csd.disa.mil. Help in registering can be obtained by contacting Customer Support Desk @ DSN: 684-1690 or COMM: 207-438-1690. Registration should occur no later than thirty days after contract award, and must be kept current should there be any change to the contractor’s registered representative.

(c) For contracts with a period of one year or less, the contracting officer will perform a single evaluation when the contract is complete. For contracts exceeding one year, the contracting officer will evaluate the contractor’s performance annually. Interim reports will be filed each year until the last year of the contract, when the final report will be completed. The report shall be assigned in CPARS to the contractor’s designated representative for comment. The contractor representative will have thirty days to submit any comments and re-assign the report to the VA contracting officer.

(d) Failure to have a current registration in the CPARS database, or to re-assign the report to the VA contracting officer within those thirty days, will result in the Government’s evaluation being placed on file in the database with a statement that the contractor failed to respond.”
