About this file

This is a Proposal Questions and Government Responses document for the Kona Vet Center Relocation solicitation (36C24W26R0007) issued by the Department of Veterans Affairs. The document addresses offeror inquiries across five key topic areas regarding property requirements and evaluation criteria.

For property eligibility, the Government confirms that multi-tenant office buildings are acceptable provided all solicitation requirements are met, though the required ABOA square footage must be contained within one contiguous suite. Second-floor space is permissible if the building is fully ADA compliant with a functioning elevator, and office condominium units are acceptable with sufficient ownership and site control. Shell space may be offered if all tenant improvements are completed before occupancy, with the Government noting a general preference for first-floor locations but willingness to consider compliant upper-floor options. Regarding site control, offerors must provide executed purchase agreements, option agreements, or other legally enforceable documentation at proposal submission to demonstrate ability to deliver the space, and currently occupied properties are acceptable if they can be delivered vacant prior to lease commencement. For parking, reserved spaces may be located in shared lots if permanently designated and clearly marked for Government use, with proximity to the main entrance prioritized; visitor parking must be separate from reserved Government parking. The Government anticipates no specialty building systems or tenant improvements beyond those identified in the Statement of Work, and properties with existing compliant improvements will be viewed favorably. Regarding operations, offerors should refer to the solicitation for occupancy and completion dates, and the primary relocation objectives are improved accessibility, privacy, operational efficiency, parking, and visibility to enhance Veteran care and experience. The Government confirmed that the official due date and any amendments are reflected in the solicitation, with acknowledgement of all amendments required in proposals.

Proposal Questions with Government Responses in Red:

Property Eligibility

1. May the offered premises be located within a multi-tenant office building, provided all requirements of the solicitation are satisfied?

1. Must the required ABOA square footage be contained within one contiguous suite, or would adjacent suites connected by a common corridor be acceptable?

1. Is second-floor office space acceptable if the building is fully ADA compliant and served by an elevator?

1. Are office condominium units acceptable provided the Offeror has sufficient ownership interest and site control to satisfy all lease requirements?

1. Would shell space be considered acceptable if the Offeror completes all required tenant improvements prior to occupancy?

1. Does the Government have any preference for first-floor occupancy versus upper-floor occupancy?

Yes, properties in multi-tenant office buildings are welcome as long as all solicitation requirements security, accessibility, and so on are fully met. The required ABOA square footage does need to be provided in one contiguous suite. Unfortunately, adjacent suites connected by a corridor typically don’t meet this requirement unless specifically allowed in the solicitation. Second-floor space is perfectly acceptable as long as the building is fully ADA compliant and has an elevator in good working condition. Office condo units can be considered as long as you have sufficient ownership and site control to fulfill everything in the lease, including tenant improvements and consistent government access. Shell space is fine, provided all necessary tenant improvements are completed before we take occupancy. Please outline your plan in your offer. While the Government generally prefers first-floor occupancy for accessibility, second-floor offers that meet all requirements will certainly be considered.

Site Control

1. At the time proposals are submitted, what documentation constitutes acceptable evidence of site control? For example, would an executed purchase agreement, option agreement, or other legally enforceable agreement satisfy this requirement, assuming all other solicitation requirements are met?

1. If a suitable property is currently occupied, would the Government consider space that can be delivered vacant prior to lease commencement?

Site Control - We’re looking for solid proof of site control. An executed purchase agreement, option, or other legally enforceable documentation is required with your offer to show you’ll be able to deliver the space.

Currently occupied spaces are acceptable, as long as you can ensure the property will be vacant and ready prior to the lease start date.

Parking

1. May the required reserved parking spaces be located within a shared parking lot provided they are permanently designated for Government use?

1. Is there any maximum acceptable walking distance between the reserved parking spaces and the primary entrance?

1. Should visitor parking be considered separate from the required reserved Government parking spaces?

Parking - Yes, reserved parking spaces can be in a shared lot, as long as they are permanently designated for Government use and are clearly marked. We want parking to be as close as possible to the main entrance for easy access. Specific distance requirements should be in the solicitation, but proximity is definitely important. Visitor parking should be separate from reserved Government parking. Please refer to the solicitation for the detailed requirements.

Building Improvements

1. Does the Government anticipate any specialty building systems or tenant improvements beyond those identified within the Statement of Work?

1. Will existing compliant tenant improvements be viewed favorably during evaluation when compared to properties requiring substantial renovation?

Building Improvements - No specialty building systems or major tenant improvements are currently anticipated beyond what’s detailed in the Statement of Work. If anything changes, we’ll issue an amendment. Properties with existing compliant improvements will be viewed favorably, especially if they minimize renovation time and costs.

Operational Considerations

1. Is there a target occupancy or substantial completion date that Offerors should consider when evaluating candidate properties?

1. Does the Government anticipate any future expansion needs beyond those identified in the solicitation?

1. Is proximity to public transportation considered during evaluation?

1. Beyond the stated evaluation criteria, are there any site characteristics the Government considers particularly beneficial to Veteran access or long-term operations?

1. Without requesting procurement-sensitive information, could the Government share the primary operational objectives of this relocation? For example, is the relocation intended primarily to improve parking availability, accessibility, operational efficiency, privacy, visibility, or another aspect of Veteran services?

Operational Considerations - Please refer to the solicitation for anticipated occupancy or completion dates. We aim to stay as close to these timelines as possible. At this point, we don’t anticipate needing additional space beyond what’s in the solicitation. Access to public transportation may be considered as part of the evaluation, since it supports Veteran access. Features that improve access, privacy, safety, and the overall quality of services for Veterans will be looked upon positively. The main goals of this relocation are improved accessibility, privacy, operational efficiency, parking, and visibility all to enhance Veteran care and experience.

Due Date Change: We noted that the offer due date reflected on the SAM.gov listing appears to have been updated. We have not yet received a formal amendment to the solicitation and want to confirm the following:

1.What is the current, official offer due date and time?
2.Will a formal amendment be issued to document this change?
3.If so, will acknowledgement of that amendment be required in our proposal?

We want to make sure we are working from the correct deadline and that our submission properly acknowledges all amendments. Please let us know at your earliest convenience.

The official due date is reflected in the solicitation. The amendment has been uploaded to reflect the change. Acknowledgement of all amendments will be required.
