About this file

This document is an Amendment to Request for Lease Proposal (RLP) from the Department of Veterans Affairs containing questions and answers related to solicitation 36C24W25R0057 for a McAllen, Texas Mental Health Clinic lease. The solicitation is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, with a deadline of 4/11/2025 for SDVOSB offers. If no SDVOSB offers are received at a fair and reasonable price, the solicitation will be amended and reopened to all interested parties.

Key details include clarification that the lease will consist of consult (office) rooms only, with no beds or in-patients, and will require no more than three general/family restrooms. The VA is requesting a full-service lease where parking costs should be factored into the shell rent. All communication with interested parties must be conducted via email, and the Program for Design is consolidated within Exhibit B starting after page 6. Potential offerors are directed to reference section 3.02 A (3) in the RLP for communication guidelines.

AMENDMENT TO REQUEST FOR LEASE PROPOSAL (RLP)

RLP No. 36C24W25R0057 Amendment No. A00001 Effective Date 03-17-2025 Page 2 of 2

Question Submitted by Offerors & Answers.

Question 1: Is this solicitation a SDVOSB set-aside?

Answer 1: Yes.

Question 2: What if no offers are made by a SDVOSB can I submit a backup offer.

Answer 2: If no offers are received by 4/11/2025 from SDVOSB’s at a fair and reasonable price, then the solicitation will be amended and readvertised without the current set-aside designation and other interested parties may submit their offers at that time.

Question 3: Can I call and talk to the contracting officers over the phone?

Answer 3: All communication with interested parties will be done via email, this will remain in effect until all offerors have been submitted and evaluated by the Technical Evaluation Board. Please reference section 3.02 A (3) in the RLP.

Question 4: I had a question regarding the programming requirements. When referencing the 110 Mental Health Patient Care Space Planning Criteria Section 6.G says all patient bedrooms will have a private connecting bathroom with toiler, shower, and lavatory. Can you confirm each of the 35 rooms in the Program for Design require this? Or are we just to provide the 3 patient toilets as specified in the Patient Care Unit Patient Common Area?

Answer 4: The PG-18-9 Chapter 110 does not apply to this lease request. Since the Mental Health Clinic Chapter 260 is under revision and has been removed from our SEPS Program, we utilized the nearest alternative for planning the space. To clarify, there will be no beds or in-patients in this lease; it will consist solely of consult (office) rooms. We require no more than three restrooms to support the leased space, which should be general/family restrooms and not dedicated to any specific area.

VHA is requesting a full-service lease therefore, parking cost should be factored into the shell rent.

Question 5: Exhibit B mentions a Program for Design on page 1, Section IA. Could VA please provide this, and/or a conceptual floor plan for this procurement?

Answer 5: Program for Design starts after page 6 of Exhibit B, it was consolidated into one document.
