This is a Pre-Solicitation Notice for a sole source contract award. The Department of Veterans Affairs Veterans Health Administration Regional Procurement Office East intends to negotiate a sole source contract with Brill Pharmaceuticals USA Corporation for a 3-month base period to procure two (2) Brill Corneal Esthesiometer V.2 units for the Research and Development Service at Columbia VA Medical Center. The solicitation number is 36C24E26Q0082, with a response deadline of August 12, 2026 at 4:00 PM Eastern Time. The procurement is classified under Product Service Code 6515 and NAICS Code 334516.

The required units must provide non-contact corneal sensitivity testing using controlled air pulse stimuli with quantitative, standardized multi-level stimulation validated for reproducible corneal nerve assessments. Key specifications include an integrated Electronic Positioning System with infrared LED alignment for consistent testing distance, fully portable and handheld design with optional slit lamp mounting capability, standalone operation without external computers or software, and no calibration or routine maintenance requirements. All devices must be new, fully functional, covered under a manufacturer's two-year warranty, and include accessories such as battery, charging dock, manuals, and integrated EPS. Brill Pharmaceuticals USA Corp. is identified as the exclusive manufacturer and distributor of this device. The procurement is conducted under FAR 6.302-1 (only one responsible source) due to the Government's assertion that Brill Pharmaceuticals is the sole contractor capable of producing the specific equipment required. Special Notice

Pre-Solicitation Notice for notice of intent to award a sole source contract. This is not a solicitation. The Department of Veterans Affairs intends to negotiate a sole source contract for a 3-month base period to Brill Pharmaceuticals USA Corporation. The requirement is for two (2) Brill Corneal Esthesiometer V.2 units.

Salient Characteristics:

a. Provide true non-contact corneal sensitivity testing using precisely controlled air pulse stimuli, not mechanical filaments.

b. Deliver quantitative, standardized multi-level stimulation validated for reproducible corneal nerve assessments.

c. Include an integrated Electronic Positioning System (EPS) consisting of a camera with infrared LED alignment to ensure consistent and correct testing distance on every measurement.

d. Be fully portable and handheld, with optional slit lamp mounting capability.

e. Operate as a stand-alone unit with no external computer, no software, and no network or data transfer interfaces.

f. Require no calibration and no routine maintenance, aside from normal cleaning per manufacturer instructions.

g. Provide repeatable performance sufficient for preclinical research evaluating corneal nerve damage and response to therapeutic interventions.

h. All included accessories: battery, charging dock, manuals, and integrated EPS (Electronic Positioning System).

i. Devices must be provided, new, fully functional, and covered under the manufacturer’s two-year warranty.

j. Must be an authorized distributor of the proposed system.

Brill Pharmaceuticals USA Corp. is the exclusive manufacturer and distributor of Corneal Esthesiometer V.2 units, a commercially available non-contact, standardized, quantitative device capable of assessing corneal nerve function using controlled air pulses. The system shall allow research to provide precisely target and control PCO2 and PO2 in spontaneously breathing patients.

This procurement is being conducted IAW FAR 6.302-1, Only one responsible source and no other supplies will satisfy agency requirements and VHAPM Part 813.106-1(b), Other Than Full and Open Competition less than SAT for Open Market Items. This is because the Government asserts that Brill Pharmaceuticals USA Corp., is the only contractor that can produce these specific services required by the Research and Development Service at Columbia VA Medical Center.

Interested persons may contact the Contracting Specialist via email at Matenoa.taufa@va.gov regarding this procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
