STATEMENT OF WORK

Grant Writing Consultancy Services

Scope of Work

The Contractor shall provide grant-writing consultancy services for Investigators at the Atlanta VA Healthcare System for Rehabilitation Research and Development Center for Visual and Neurocognitive Rehabilitation (CVNR). The Contractor will review and provide input on grant proposals as they are being prepared by CVNR Investigators.

Background

Being that research funding is highly competitive only the top percents of grant proposals are typically considered. While many Investigators have excellent ideas, it can be difficult to communicate the information and propose them to a Grant Reviewer who will receive and select them. As a result, the Contractor will assist the CVNR in improving their proposals prior to submission for consideration. CVNR funding is supporting this contract to enhance proposal quality and lead to more research funds being granted to them, with the overall goal to improve Veteran Healthcare. Previously, this Contractor has worked to do so under contract number 36C24E19C0046.

Specific Mandatory Tasks and Associated Deliverables

1. The Contractor shall review the grant proposals of CVNR Investigators in a time frame that is consistent with and meets VA Rehabilitation Research & Development (RR&D) Grant submission deadlines for Merit Awards, Career Development Awards, and/or Small Projects in Rehabilitation Research (SPiRE) Awards.

a. The Investigator will contact the Contractor prior to the submission deadline and determine a schedule for when the grant will be sent to Contractor and when Contractor shall return a review of and comments for the grant of subject.

b. The Contractor shall provide written and/or verbal comments about the grant application to the Principal Investigator (PI), by the agreed upon date.

Contractor Responsibilities

The Contractor shall submit the following documentation to the VA Program Office at the end of each month:

· Invoice of consultancy hours used.

· Description of consultancy services performed.

Government Responsibilities

No Contractor Employees shall have access to the Department of Veterans Affairs’ computer systems. No access to government facilities will be granted to the Contractor.

The service does not request the Contractor to visit Atlanta VA Healthcare System and the Contractor will not have access to the VA facility, intranet, or any database stored at VA.

Security Clauses

The Contractor, their personnel, and their subcontractors shall be subject to the Federal laws, regulations, standards, and VA Directives and Handbooks regarding information and information system security as delineated in this contract.

The Certification & Accreditation (C&A) requirements do not apply, and therefore a Security Accreditation Package is not required.
