DESCRIPTION

The Department of Veterans Affairs, Seattle VA, intends to negotiate on a sole source basis, pursuant to FAR 6.302-1, with Take The Wind, for the creation of an online decision support tool, as well as providing continued website maintenance. There are very few web-based decision support tools, and even fewer tools that integrate tailored statistics and complex algorithms across platforms. Take the Wind is the only company identified with the combination of software engineering and web-development skills specific to decision aids and decision support tools for healthcare services. Take The Wind previously developed on online web portal for VA compendium of patient decision aids. TTW will develop a website that will host decision aid tools about Septic Arthritis which would be accessed from the original web portal. This is a notice of intent and is not a request for competitive quotes; however, any responsible source who can meet the same requirements listed above may submit a capability statement to the contracting office no later than July 28th, 7am, EST. Interest/capability statements may be sent to Lynn Portman at lynn.portman@va.gov. Capability statement must demonstrate and describe how the vendor meets all the requirements listed in this notice. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
