The Veterans Health Administration (VHA), Office of Research and Development (R&D), Regional Procurement Office (RPO) – East in Pittsburgh, PA intends to negotiate on a sole source basis with Origene Technologies.
The requirement is for the procurement of cDNA Library.
The requirement is for the contractor to provide and ship these test (all components that make up this system) to VA New Jersey Health Care System.
This procurement shall be inclusive of shipping and handling charges (FBO Destination).
This procurement is being conducted IAW FAR 6.302-1, Only one responsible source and no other supplies will satisfy agency requirements. This is because the Government asserts that F Origene Technologies, is the only contractor that can provide this specific equipment needed by the R&D Laboratory at VA New Jersey Health Care System. Specifically, the characteristics of the cDNA Library that are unique are as follows:
1. This procurement project is for Novel EPO peptide therapy for chronic rmTBI dependent neurodegeneration and neuroinflammation. This requires a cDNA library of candidate transmembrane receptors 3371 to expression clone Novel EPO peptide (JM4)’s cell surface receptor and ligand molecules which share JM4’s neuroprotective effects.
This notice of intent is not a request for competitive proposals. This requirement is brand name/equal to procurement. Price reasonableness will be a factor of selection. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement/quote and supporting documentation to the Contracting Officer no later than Thursday, 5/18/2023, (4:00 PM, EST). Interest/capability statements may be sent by email to Mr. Stacy Taylor at Stacy Taylor@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
