The Department of Veterans Affairs, New York Harbor Healthcare System, intends to negotiate on a sole source basis, pursuant to FAR 6.302-1, with Rutgers University for research support for VA research titled, “Quantifying Bone and Skin Movement in the Residual Limb-Socket Interface of Individuals with Transtibial Amputation Using Dynamic Stereo X-Ray” aimed to perform testing at a biplanar fluoroscopy laboratory on lower extremity cadaver limbs, as well as with human participants, in support of the VISN 2 Biomechanics Research for the Advancement of Veteran Outcomes (BRAVO) Laboratory. This is a multidisciplinary collaboration between the NYHHCS and Rutgers whose biplanar fluoroscopy lab is the only available laboratory in the region (NY/NJ) that has the capabilities to carry out the procedures outlined in the study protocol and close to the VA New York Harbor VA where human subject participants are being recruited for this study. Rutgers University is the only vendor who can provide these services as the VA grant was awarded in part due to the multidisciplinary collaboration between the New York Harbor VA and Rutgers. This is a notice of intent is not a request for competitive proposals, however, any responsible source who believes it is capable of meeting the requirement may submit a capability statement to the contracting office no later than February 8th, 12PM, EST. Interest/capability statements may be sent to Lynn Portman at lynn.portman@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
