DESCRIPTION
Please see below Intent to Sole Source.
The Veterans Health Administration (VHA), Office of Research and Development (R&D), Regional Procurement Office (RPO) – East in Pittsburgh, PA intends to negotiate on a sole source basis with Vielight
The requirement is for the procurement of Neuo Dous equipment for neuroimaging study.
The requirement is for the contractor to provide and ship this equipment (all components that make up this system) to VA Health Care System in Salt Lake City.
This procurement shall be inclusive of shipping and handling charges (FBO Destination). Ancillary services required for this requirement is online installation support and online technical (software and hardware) support.
This procurement is being conducted IAW FAR 6.302-1, Only one responsible source and no other supplies will satisfy agency requirements. This is because the Government asserts that Vielight, is the only contractor that can provide this specific equipment needed by the R&D Laboratory at Salt Lake City. Specifically, the characteristics of the Vielight that are unique are as follows:
1. Alpha and Gamma devices are brain photobiomodulation (PBM) devices that allows the user to pulse light at both 10Hz and 40 Hz frequencies.
2. Alpha waves are correlated with more calm, self-reflective, and meditative feelings while Gamma waves are correlated with increased memory activity, perception, cognition, and creativity.
3. The patented combination of transcranial and intranasal neurostimulation makes VieLight ideal for comprehensive brain photobiomodulation, by simultaneously stimulating the ventral and cortical brain areas.
4. Vielight is the sole source for these patented devices designed for at home use.
5. VieLight as the only source for the delivery of photobiomodulation to the head using a treat-at-home device
6. VieLight is the only company that utilizes the wavelengths of light known to penetrate the skin, skull, and meninges to a depth that can impact the biological function of brain cells.
This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement and supporting documentation to the Contracting Officer no later than Thursday, December 23, 2021, (4:00 PM, EST). Interest/capability statements may be sent by email to Mr. Stacy Taylor at Stacy Taylor@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
