Special Notice

The Department of Veterans Affairs, VA Cooperative Studies Program, Clinical Research Pharmacy Coordinating Center (CRPCC) in Albuquerque, NM, intends to negotiate on a sole source basis, pursuant to FAR 6.302-1, with BioMicroLab, Inc for plasma processing equipment and instruments to be used at the VA Albuquerque CSP Biorepository processing samples received from the VA Boston Biorepository. Plasma samples will be received from the VA Boston Biorepository for processing at the VA CSP Albuquerque Biorepository. The method for processing these samples was developed by the Boston Biorepository and the Albuquerque Biorepository must follow the established protocol. Part of this process involves measuring the volume of each plasma subaliquot and sorts these aliquots into their respective matrix tube racks. We require the same model and types of instrumentation utilized by the Boston Biorepository, which are the BioMicroLab VolumeCheck and the XL20 tube handler in order to duplicate this process. The instruments must perform the exact method, utilizing the same technology for measuring volume and sorting the biospecimens as performed in the Boston Biorepository. Going with different equipment would affect research integrity and data results. No other equipment will be considered. This is a notice of intent and is not a request for competitive proposals; however, any responsible source who can provide this exact equipment as an authorized distributor may submit a capability statement to the contracting office no later than November 9th, 12PM, EST. Interest/capability statements may be sent to Lynn Portman at lynn.portman@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
