The requirement is to provide one (1) Optical Coherence Tomography System (specimen retinal imaging system) for planned VA medical studies.

Salient Characteristics Optical Coherence Tomography System (Multidimensional Mouse Retinal Imaging System)

System Description The requirement is for one (1) Optical Coherence Tomography System (Multidimensional Mouse Retinal Imaging System) with specifications that meet or exceed those listed in the specifications section.

This instrument shall be delivered and installed at the VA Western NY Medical Center Research Service.

Specifications The vendor shall supply instrumentation that meets or exceeds the following specifications:

1. A fully-integrated, wide-field mouse retinal imaging system that simultaneously exploits a variety of imaging techniques (optical coherence tomography (OCT), adaptive optics (AO), scanning laser ophthalmoscopy (SLO)) to accomplish multiple real time imaging modalities that includes, b-scan OCT, fundus autofluorescence (FAF) in arbitrary fluorescent bands, adaptive optics (AO) applied to OCT and SLO measures, angiographic OCT, real time fluorescein angiography, arbitrary retinal fluorescence measures, and fundus photography.

2. Generate ultra-high resolution images at 2x2x2 m voxels of the mouse retina under the variety of imaging modalities.

3. Multi-element optics designed to precisely image the mouse retina under the multiple modality imaging conditions.

4. An OCT imaging system operating at an approximate peak wavelength of 840 nm, with axial resolution of 2 m, with 2 mm imaging depth, an A-scan rate of 100 kHz, a maximum sensitivity of >100dB, and a field of view of 50 degrees.

5. An AO imaging system operating at an approximate peak wavelength of 840 nm, with axial resolution of 2 m, lateral resolution of 2 m, with 2 mm imaging depth, an A-scan rate of 100 kHz, and a maximum sensitivity of >100dB.

6. A SLO imaging system operating at a peak excitation wavelength excitation of 488 nm, an emission spectral band of 520-550nm, an axial resolution of 15 m, a lateral resolution of 2 m (with adaptive optics), an imaging depth of 2 mm, and a field of view of 50 degrees.

7. A SLO imaging system operating at a peak excitation wavelength excitation of 787 nm, an emission spectral band >830 nm, an axial resolution of 15 m, a lateral resolution of 2 m (with adaptive optics), an imaging depth of 2 mm, and a field of view of 50 degrees.

8. A Continuously variable excitation/emission fluorescence SLO with excitation wavelengths of 420-710 nm, an emission band of 440-730nm, an axial resolution of 15 m, a lateral resolution of 2 m (with adaptive optics), an imaging depth of 2 mm, and a field of view of 50 degrees.

9. Real Time Multi Modal Image Acquisition Software Suite (includes OCT-Angiography). Automated segmentation analysis of OCT images. Quantitative autofluorescence measures using integrated internal standards. Region of interest stipulation of areas for quantitation of parameters relevant to diverse study designs.

10. Image processing conducted using software which controls both image acquisition and analysis and which offers optional application modules to easily automate common image analysis tasks. Software must enable the use of application modules which feature intuitive dialog boxes for set-up of image analysis, improved segmentation through adaptation to local content, image and in vivo tissue data logging in typical applications which include but are not limited to:

a. Infrared en face fundus photography

b. B-Scan OCT imaging and segmentation of discrete layers for various spatial measures (e.g., outer nuclear layer thickness, photoreceptor outer segment length, retinal nerve fiber layer thickness).

c. B-scan angiographic OCT to assess blood flow in large scale, medium scale, and microvasculature to assess regions of pathology (e.g., pathological angiogenesis, ischemia).

d. Short wavelength fundus autofluorescence (e.g., qualitative and quantitative analysis of lipofuscin or toxic retinoid accumulations).

e. Near Infrared wavelength fundus autofluorescence to evaluate melanin fluorescence in the retinal pigment epithelium.

f. Continuously variable excitation/emission retinal fluorescence scanning to probe many parameters due to intrinsic content (e.g., metabolic intermediates) or extrinsic content (e.g., probes delivered to monitor and quantitative specified mechanisms, processes, or pathways in the retina, e.g., cytotoxicity, mitochondrial membrane potential).

g. Intravenous fluorescein angiography to assess direct measures of retinal perfusion, leakage from pathological angiogenesis, and assessment of ischemia.

h. Use of adaptive optics and filter to probe into the possibility of direct photoreceptor or retinal pigment epithelial cell counting in the outer retina.

The requirement will take place at a VA facility Minneapolis, Minnesota. The sole source is pursuant to FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals, however; any responsible source who believes it is capable of meeting the requirement may submit a capability statement and supporting documentation to the contracting office no later than Monday June 11, 2019, (10:00 AM, EST). A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
