About this file

This is a Sources Sought/Request for Information (SS/RFI) pre-solicitation notice issued by the Department of Veterans Affairs (VA), Regional Procurement Office Central Supplies and Services Division, on behalf of Veterans Integrated Service Network 9 (VISN 9). The VA is conducting market research to identify qualified vendors capable of providing enterprise-wide access to Wiley Journals content, specifically the 2026 Medicine and Nursing Collection and eight additional journals: Suicide & Life Threatening Behaviors, Clinical Pharmacology and Therapeutics, Clinical Advances in Periodontics, Journal of Periodontology, Journal of Parenteral and Enteral Nutrition, Nutrition in Clinical Practice, Hastings Center Report, and PM&R. The applicable NAICS code is 519290 (information services) with a size standard of 1,000 employees for small business qualification purposes.

This notice is for information and planning purposes only and does not constitute a binding solicitation or obligation. Interested vendors must demonstrate capability to meet the entire requirement and submit entity information, including company name and other details specified in the accompanying Draft Statement of Work. Responses will not be evaluated as formal proposals and do not obligate the VA to proceed with an award. However, complete submissions are critical as they will inform the VA's determination of potential set-aside eligibility and whether the rule of two criteria can be satisfied. Failure to provide all requested information may prevent the VA from identifying the vendor as capable and could affect set-aside decisions. The solicitation number is 36C24C27Q0005.
