About this file
This is a Sources Sought Notice and Request for Information (SS/RFI) issued by the Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) for Elsevier Contract Consolidation. The notice is for planning and information gathering purposes only and does not constitute a binding solicitation or obligation. The VHA seeks contractor capability information to support consolidation of existing Elsevier contracts and to determine potential small business set-aside eligibility under the applicable NAICS code.
The government anticipates issuing a Firm-Fixed-Price (FFP), single-award contract with a base performance period of 12 months and four optional 12-month renewal periods. Interested contractors must provide company name and address, point of contact information, email, phone number, and UEI number. Respondents must indicate eligibility for small business set-aside participation. A draft Statement of Work (SOW) and list of required journal titles are attached as supporting documents. Contractors demonstrating the ability to provide all listed titles in their entirety are encouraged to respond. Complete responses will assist the VA in determining set-aside applicability, as failure to provide complete information may prevent the Contracting Officer from designating a specific set-aside category if the rule of two criteria is not satisfied.
