| ID | Document | Page Number | Section Title | Paragraph Number | Quoter's Questions | Government Response |
| PM.01 | RFQ | Scope of Work | As we read through the recent MSPV 2.0 Supplier Solicitations that were recently put forth we were confused and have one overwhelming question relative to the "Statement of Work" section regarding "Scope"? The text reads as follows: “Quotors may propose supplies from their respective catalogs they wish to provide to the government that fit within the scope of the respective product category, excluding supplies already covered under the AbilityOne Procurement List.” “Covered medical/surgical supplies eligible for order under MSPV 2.0 are defined as medical, surgical, dental, and laboratory supplies excluding supplies already covered under the AbilityOne Procurement List.” Our question is; as an AbilityOne agency with two BOAs, should we respond to the relevant solicitations or does this language eliminate the need for us to respond? Additionally, If this is not the correct means of posing the question I would respectfully request your guidance on how to get the answer. | Yes, AbilityOne vendors may bid non-Procurement List items. VHA will not consider items currently awarded on the AbilityOne Procurement List. VHA is in collaboration with the AbilityOne Commission, VA Office of General Counsel and the VA Office of Small & Disadvantaged Business Utilization to analyze the market to develop a strategy to apply rule of two. AbilityOne vendors are welcome to propose items not currently on the Procurement List that are believed to be within scope of any category. | ||
| PM.02 | Quote Sheet | While reviewing the excel spreadsheet "Patient Mobility, Transportation, Transfer Equipment, and Aids (PM) Historical Data", a Medline hoist product is listed on the historical spreadsheet; | Clinical Integrated Product Teams (IPT) reserves the right to determine item alignment to Product Category. | |||
| PM.03 | Quote Sheet | Can I submit an alternative ‘me too’ product for consideration? (We have one which also lifts 400lbs - https://www.winncare.com/fiche-produits-moving_and_handling-hoist_winn_motion_175-8-441-int.htm ) | Yes. | |||
| PM.04 | Quote Sheet | What unit price did Medline sell this in at under a BPA in 2018? - is this data available? | Not during this RFQ process. | |||
| PM.05 | Quote Sheet | Can I submit products for consideration where there is no historical ‘me too’ product that is innovative within the product category? i.e. Camel for use in smaller spaces than a traditional hoist? ELK for EMS category etc.? https://mangarhealth.com/us/store/product/safe-patient-lifting/camel-lifting-cushion/ | Yes. | |||
| PM.06 | RFQ | On the Solicitation document it’s stated that “the use of hyperlinks in quotes is prohibited”, however, on Attachment B in column S, it’s asking for a link to the product literature? | Please provide a hyperlink for a product literature. We will not be accepting paper copies or PDF of product literature. | |||
| PM.07 | Quote Sheet | We are working on the Attachment B and unfortunately we are unable to follow the steps of copying and pasting and then providing our cross because we cannot edit this file. It says we will need a password and do not have access to edit. Can you please assist with this issue? | The file has built in macro validations that will alert and assist the user when they incorrectly enter data. This will minimize the need to have quotes resubmitted with corrections. The Quote Sheet is password protected to ensure these validation measures are not accidently corrupted. This will not prevent the user from filling out all fields required. | |||
| PM.08 | Quote Sheet | If we are providing an alternate cross for a Non-Medline item, where do we have to add this information as Attachment B only gives us the option of entering the data for items already found on Tab 2 (Historical Data). There is no other columns provided where we can provide the information for the alternate option. Column E is only for OEM found on Tab 2 (exact match but not for alternate option) and it is the same on all the other files. | Historical sales data is provided for reference purposes and should not be considered an exact amount. All supplies quoted will be evaluated. Quotors are welcome to submit all supplies that fall in the scope of the RFQ's category description (see Attachment B, Historical data tab) that they are authorized to sell by the OEM, excluding supplies already covered under the AbilityOne Procurement List. Each item, should be entered as a new row on the Quoted Sheet tab in Attachment B. All quoted items require an letter of authorization from the OEM. | |||
| PM.09 | Quote Sheet | On Attachment B for solicitation number 36C24C19Q0034 - Syringes and Needles - When we populate the exact match item numbers into the SN Proposed Supplies tab, anything populated from the SN Historical Data tab below row 15 automatically defaults to a “No” response, even though the OEM number is an exact match. | The error on the Syringes and Needles Quote Sheet has been corrected in the latest version of the Syringes and Needles Attachment B posted as an amendment. | |||
| PM.10 | RFQ | Volume I - Technical | Volume I – Technical Question: Can you please provide further information or requirements needed for the Technical part? | Please see language in 52.212-2 | ||
| PM.11 | Quote Sheet | Volume II - Price (Attachment B – Pricing and Product Document) | Volume II – Price (Attachment B – Pricing and Product Document) Question: This file is password protected and we are not able to edit it. Can you please assist? | The file has built in macro validations that will alert and assist the user when they incorrectly enter data. This will minimize the need to have quotes resubmitted with corrections. The Quote Sheet is password protected to ensure these validation measures are not accidently corrupted. This will not prevent the user from filling out all fields required. | ||
| PM.12 | RFQ | Volume III - Solicitation, quote, & Award Documents, Representations & Certifications | Volume III - Solicitation, quote, & Award Documents, Representations & Certifications Question: Can you please clarify what is needed as Award Document, representations and certifications? | Quote bid sheet, and completed Reps & Certs 52.212-3 | ||
| PM.13 | Quote Sheet | Volume III - Solicitation, quote, & Award Documents, Representations & Certifications | Please note Medline is not the OEM for this item: |
OEM Name: Medline's OEM Number: TS30620
| Supply Description: One-way slides/glides - Medline OneWay Glide | For supplies the quoter believes are incorrectly described in the historical data tab, the quoters are welcome to provide the supplies under the name and number they believe is correct. | |||

Please confirm. | Please provide a hyperlink for a product literature. We will not be accepting paper copies or PDF of product literature. |
