About this file
This document is a Justification for Single Source Awards under FAR 13.106-1 for a procurement over the micro-purchase threshold but not exceeding the simplified acquisition threshold.
The Department of Veterans Affairs, VISN 9, Lt. Col. Luke Weathers, Jr. VA Medical Center, Network Contracting Office (NCO) 9 in Murfreesboro, Tennessee is seeking AHU 4 Chilled Water Coil Replacement Service (Acquisition Plan Action ID: 36C249-27-AP-1023, PR#614-27-1-5070-0030). The AHU-4 coil is failing and causing condensate water to accumulate beneath the unit, creating an immediate risk of water intrusion and flooding to patient care areas on floors below. While a temporary mitigation measure has been implemented, it is only a short-term solution. The contracting officer justifies the single-source award based on the unique characteristics of the requirement and the urgent nature necessitating extended parts and service lead times exceeding four weeks, which precluded conducting comprehensive market research. Contracting Officer Diane Ziegler certified the purchase in accordance with RFO FAR 12.102(a) and documented price reasonableness determination on the S19 Open Market Award Documentation Form per RFO 12.204. The justification was digitally signed on October 29, 2026, with an effective date of December 30, 2025 (Revision 02).

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold
Acquisition Plan Action ID:36C249-27-AP-1023
1. Contracting Activity: Department of Veterans Affairs, VISN 9, Lt. Col. Luke Weathers, Jr.
VA Medical Center, Network Contracting Office (NCO) 9, Murfreesboro TN; PR#614-27-1- 5070-0030
2. Brief Description of Supplies/ Services required and the intended use/Estimated
Amount: AHU 4 Chilled Water Coil Replacement Service
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The AHU-4 coil is failing, resulting in condensate water accumulating beneath the unit. A temporary mitigation has been implemented to prevent immediate flooding; however, this is only a short-term solution until the coil can be replaced. Any delay in replacement increases the risk of water intrusion and flooding, which could impact the patient care areas located on the floors below.
4. Description of market research conducted and results or statement why it was not conducted: Limited Market Research was conducted due to the urgent nature of the requirement requiring parts and service lead times in excess of 4 (four) weeks.
5. Contracting Officer's Certification: Purchase is approved in accordance with RFO FAR 12.102(a). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. Determination of price reasonableness IAW RFO 12.204 documented on S19 Open Market Award Documentation Form.
