Summary of 36C24926Q0309 A0001.docx
This is a Sources Sought notice for laboratory staffing services at the Memphis Veterans Affairs Medical Center (VAMC) under solicitation 36C24926Q0309. The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 9 (VISN 9) is seeking information from potential contractors regarding their capability to provide lab staffing support. This pre-solicitation notice is intended to identify qualified sources prior to formal solicitation release and will inform the government's acquisition strategy for establishing a lab staffing contract path.
The notice seeks contractor input on capabilities, experience, and capacity to support laboratory operations at the Memphis VAMC. Interested parties should review the complete documentation for specific staffing requirements, qualifications, scope of work, and instructions for submitting capability statements or responses. This sources sought phase precedes formal competitive procurement and allows the VA to gather market information to structure the subsequent Request for Proposals (RFP) or other competitive solicitation vehicle appropriately.

This is an RFI amendment to answer question received for lab services contract in support of Memphis VAMC. 36C24926Q0309 Sources Sought Questions
1. In March 2026, your NCO-9 team posted a Sources Sought for this same service under 36C24926Q0124. Very little has changed in the scope of work beyond the Medical Technologist FTE count from 4 to 1 which realistically doesn’t affect market research for capable SDVOSB organizations to meet the Rule of Two; can you provide any insight as to why the government put this out for market research again?
Even minor scope adjustments or the passage of time may change the pool of capable vendors. The government must document its market research for each procurement, using the most recent data. The reduction from 4 to 1 FTE might trigger a need for documentation asserting that SDVOSBs or other offerors remain available, interested, and capable. Posting a new Sources Sought ensures the acquisition is fair, open, and compliant with VA's SDVOSB priorities.
2. In performing its IGCE we want to ask/confirm that the government mapped each PWS Labor Category to the current Service Contract Labor Standard to ensure Price Realism for Fair & Reasonable Competition amongst offerors. This question/request prevents the potential for SCA Conformance at time of Solicitation and asks for confirmation that the government reviewed its Scope of Work against the applicable Labor Code Definitions from the Current SCA Directory of Occupations (attached) which mandates the Offeror/Awardee meet legal DOL pay/fringe requirements. Applicable SCA is 2015-4673 Rev 31; please confirm:
1 FTE Cytoprep Technician - Occ Code 12130 MLT/Clinical Lab Assistant/Registered Med Tech $29.99 Minimum Base Wage 1 FTE Medical Technologist – Professional Exemption Non-SCA 1 FTE Pathology Assistant – Professional Exemption Non-SCA IF retains current PWS, if not, Occ Code 12130 MLT/Clinical Lab Assistant/Registered Med Tech $29.99 Minimum Base Wage (see additional details below) 11 FTE Medical Lab Technicians - Occ Code 12130 MLT/Clinical Lab Assistant/Registered Med Tech $29.99 Minimum Base Wage 1 FTE Medical Transcriptionist – Occ Code 12195 – Medical Transcription - $19.66 Minimum Base Wage
Per VA policy and federal procurement regulations, discussion or disclosure of IGCE methodologies or internal government estimates is not appropriate during the solicitation process and will not be addressed at this time.
3. Pathology Assistant appears to contain many Personal Services Requirements in its Scope definition (page 11), ie “Instruction of anatomy and physiology, gross pathology, photography, and gross dissection skills for surgical specimens as well as autopsy techniques; (4) Training of pathology residents/fellows, pathologists’ assistant students and other pathology lab personnel (as needed), and Responsible for supervising all anatomic pathology gross workflow and work areas including the frozen section room, frozen equipment and autopsy suite.”
This labor category request appears to be in great contracts with the other Technicians in the scope and we ask the government to please clarify if this is in fact the position it will request at solicitation?
Thank you for your feedback. At this time, the station recognizes the need to revise the Pathology Assistant description to better reflect the intended scope, required functions, and alignment with applicable VA standards and non-personal services contracting guidance. The description included in the current draft SOW is subject to change.
The station is actively working on updating the Pathology Assistant description and will provide a revised version prior to solicitation issuance.
