About this file
This is a Notice of Intent to Sole Source from the Department of Veterans Affairs Network Contracting Office 9 (90C) located in Murfreesboro, Tennessee. The VA intends to issue a sole source order to ALVAREZ LLC, a Service-Disabled Veteran-Owned Small Business (SDVOSB) and HUBZone Small Business, under the NASA Solutions for Enterprise-Wide Procurement (SEWP) V Governmentwide Acquisition Contract (GWAC), Contract No. NNG15SD19B. The procurement is for Philips IntelliVue Microstream Extension modules (Product No. 867041), B06 Add Dual IBP (invasive blood pressure) and temperature monitoring functionality, and associated accessories to support patient monitoring operations at Lexington VA Medical Center. The equipment will provide continuous end-tidal carbon dioxide (EtCO2), invasive blood pressure, and temperature monitoring capabilities for clinical patient care. The sole source justification is based on FAR 16.505(b)(2)(i), Exception to Fair Opportunity, as only one source is capable of providing the required supplies and services at the required level of quality, and acquiring alternate solutions would necessitate replacement of existing components, additional integration efforts, staff retraining, and unnecessary cost duplication with potential disruption to clinical operations.
Interested parties may submit technical documentation by 11:59 p.m. Central Time on July 24, 2026, via email to Contract Specialist Mario Russell at mario.russell@va.gov to demonstrate their capability to provide the specified Philips equipment with full compatibility to the VA's existing Philips IntelliVue patient monitoring infrastructure and any required implementation and integration services under the NASA SEWP V contract. The Product Service Code is 6515, and the applicable NAICS Code is 541519 (Other Computer Related Services). The place of performance is Lexington VAMC, 1101 Veterans Drive, Lexington, Kentucky 40502-2236.
