About this file

This is a Questions and Answers (Q&A) document from Amendment 003 to federal solicitation 36C24926Q0293, addressing Material Handling Equipment (MHE) requirements for a Warehouse as a Service contract.

The Government clarifies that the contractor is responsible for furnishing all equipment necessary to support warehouse operations, including MHE (forklifts, pallet jacks), box trucks, and related items in quantities sufficient for regular operations. VA-owned equipment will be used exclusively by Government employees onsite and will not be operated by contractor personnel. The contractor must provide adequate space, storage, charging, and segregation for Government-owned equipment within the proposed facility. The Government has set no minimum requirements for contractor MHE quantity or type beyond what is necessary to meet operational demands. Current operational tempo involves infrequent daily deliveries (less than 2) and weekly activity of less than 10 transactions; however, during high operational tempo periods such as service activations or Community-Based Outpatient Clinic (CBOC) openings, deliveries increase to 4-6 daily and over 10-15 weekly. Most deliveries and pulls are scheduled in advance by Supply Chain Management Staff, with urgent/emergent requirements being rare exceptions. The contractor must also accommodate approximately 1,000 square feet of office/break space, with at least one Government employee occupying the space daily and continuously to support coordination and tasks for the main campus and planned future activations.

Material Handling Equipment (MHE)

1. The Q&A (Item 19) states VA-owned equipment will be used only by Government employees onsite and not by the contractor. To confirm our understanding: is the contractor expected to furnish its own complete set of MHE (e.g., forklift, pallet jacks) for all warehousing and relocation operations, resulting in two separate sets of MHE on site (Government-owned and contractor-owned)?

Govt. Response:

Per the solicitation “Warehouse as a Service”, contractor is responsible for furnishing all equipment necessary to fulfill Warehouse operations, this includes material handling equipment (MHE), box truck, etc. in a manner and quantity that supports regular hour/daily/weekly operations.

2. If both Government and contractor MHE will be present, are there any space, storage, charging, or segregation requirements for the Government-owned equipment that the contractor must plan for within the proposed facility?

Govt. Response:

Per the solicitation, additional Capital Assets are listed; contractor is responsible for housing all Item Groups, to include Historical Records (not originally listed in the solicitation yet comprised of roughly 6 pallets) and Capital Assets posted in the Solicitation Notice.

3. Given the current low operational tempo described in Items 18 and 20, does the Government have a minimum required quantity or type of contractor MHE, or is right-sizing the MHE fleet to actual throughput left to the contractor's discretion?

Govt. Response:

Government has no minimum required quantity or type of MHE used by the contractor other than what’s necessary to meet “Warehouse as a Service” specified in the solicitation and an operational tempo consistent with the Addendum question – “What is the order cycling?”

Govt. Response: Currently, Items received in and issued to include the number of deliveries to the facility are:

• Daily – infrequent (<2); Weekly <10

36C24926Q0293-Amdt003

During High Operational tempo periods, such as an Activation of a Service or CBOC

• Daily – 4-6 Deliveries/Pulls; Weekly >10-15

Regardless of Operational Tempo (such as the Lull currently or Daily requirements during Activations) the majority of Deliveries and Pulls between the Warehouse and Main Campus are scheduled by the Supply Chain Management Staff. It’s a rare occasion when a delivery happens on short or no notice. Any items pulled from the Warehouse will be coordinated unless it’s an Urgent/Emergent Requirement.

Approximately 1,000 Sq Ft Office/Break Space

4. Will Government personnel occupy the office/break space daily and continuously, or on an as-needed/intermittent basis, so we can plan for appropriate furnishing, utilities, and privacy accommodations?

Govt. Response:

At a minimum, at least One (1) Government Employee will be on site daily and continuously as mission dictates to support coordination and tasks supporting the Main Campus and future planned Campus/Community-Based Outpatient Clinic Activations.

END OF RESPONSE.
