About this file
This is a Solicitation Amendment (SF 30) issued by the Department of Veterans Affairs Network Contracting Office 9 for amendment 0001 to solicitation 36C24926Q0273, concerning window washing services at the James H. Quillen VA Medical Center in Mountain Home, Tennessee. The amendment informs interested parties of a mandatory site survey scheduled for Friday, July 10, 2026, at 9:00 AM Eastern Standard Time, with a maximum of two representatives per company permitted to attend. Interested contractors must register with Point of Contact Sarina L. Crowe (Sarina.Crowe@va.gov; 423-926-1171 ext 7382) to receive coordinating instructions. The solicitation is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), and only SDVOSB-certified firms are eligible for award.
The amendment includes responses to 23 contractor questions and clarifications regarding the requirement. The previous contract, performed by Wolverton Property Management LLC from Biloxi, Mississippi, ran from June 1, 2022, through May 31, 2025, with a total award of $91,773.50 and included a base period plus two one-year options. Key service requirements include window cleaning twice yearly and power washing of sidewalks and porches once every three years, though many specific operational details—including building counts, lift requirements, water and electrical availability, work schedules, equipment storage, and facility access restrictions—will be addressed during the mandatory site survey. Contractors should submit a maximum of three performance questionnaires with their proposals.

1) Current Questions and Answers Question 1: Is this a new requirement, or is there an incumbent contractor currently or previously performing these services? If there is an incumbent, has the scope changed in any material way from the prior contract?
Further, if an award was previously made for this requirement, would you please provide the prior contract or award number and the total contract value?
Answer 1: The previous contract was previously performed by Wolverton Property Management LLC from Biloxi MS 39532. Total contract award: $91,773.50 Question 2: Set-aside classification – SAM.gov appears to identify this opportunity as a Total Small Business Set-Aside under FAR 19.5; however, the SF1449 and solicitation package appear to indicate Service-Disabled Veteran-Owned Small Business and include SDVOSB-related clauses/certifications. Would you please confirm the intended set-aside status for this procurement and whether offerors must be certified SDVOSBs to be eligible for award?
Answer 2: This solicitation is set aside for Service-Disabled Veteran-Owned Small Business and include (SDVOSB) only.
Question 3: Power washing frequency / pricing – The PWS states that window cleaning is required twice yearly, while sidewalks and porches are to be power washed once every three years.
