About this file

This document is Amendment 0001 to RFQ 36C24926Q0264, issued by the Department of Veterans Affairs Network Contracting Office 9 on July 31, 2026, containing vendor questions and government answers related to a medical courier services solicitation.

The RFQ, initially posted July 16, 2026, seeks courier services for the Robley Rex VA Medical Center (RRVAMC) in Louisville, Kentucky. Services include daily scheduled courier routes, on-demand STAT (emergency) trips, after-hours/weekend/holiday courier requests, Veteran residence deliveries, local hospital deliveries, and backup routes. Pricing must be submitted using the SF 1449 Price/Cost Schedule format with unit prices per trip regardless of destination or mileage; offerors should propose blended per-trip pricing. Estimated annual quantities include 251 days of scheduled service, with as-needed trips varying based on operational requirements. The base ordering period runs October 1, 2026, with subsequent option periods. Performance requirements include temperature-controlled transportation (2-8°C for specimens, 66-72°F for vehicles), HIPAA-compliant documentation systems, PIV credentialing, and chain-of-custody procedures. Elizabethtown CBOC service is not required during the base period but is expected to activate mid-2028 for ordering periods 2 and 3. Technical submissions must include evidence of C.10 supplemental insurance and general liability coverage; signed binders or letters of insurability are acceptable at quote submission with full certificates due within five business days of award. Quotes must be submitted via email to carmen.hanczyk@va.gov and Sascha.hertslet@va.gov. This is a recompete of previous contract 36C24922C0045.

Vendor Questions/Government Answers RFQ 36C24926Q0264_1

These Questions are covered from 7/16/2026 through 7/31/2026

1. The following questions address the same topic and are therefore grouped together for response.

1. A. The updated notice requires VA Form 10091, Sections II through IV.

The four-character SAM EFT Indicator is not displayed in the public SAM record available to the offeror.

1.B. VA Form 10091. The amendment notice references VA Form 10091 (VA- FSC Vendor File Request), and the form is posted with the solicitation documents, but the Rev1 solicitation text does not list it among the items to be returned with the quote.

Please confirm whether VA Form 10091 is required with the quote submission or is an award-time requirement for the successful offeror only.

Answer: Per the Instructions page of VA Form 10091, the EFT (Electronic Funds Transfer) Indicator is identified as an optional field.

VA Form 10091 is award-time requirement for the successful offeror only.

2. The following questions address the same topic and are therefore grouped together for response.

2.A. Whether subcontractor medical-courier information should be included in the form or submitted separately

2.B. Whether subcontractor past performance may support the vendor’s technical submission

Answer: The solicitation does not require offerors to identify subcontractors as part of their quote submission. Accordingly, offerors may not elect to identify subcontractors at the quote stage. However, the Government's evaluation will be based solely on the information submitted in the quote l and in accordance with the solicitation's stated evaluation criteria. The Government cannot evaluate the capabilities, experience, or past performance of subcontractors that are not identified in the quote.

4. Whether pricing must be provided by route, CLIN, trip, mileage, or monthly fixed amount

Answer: Pricing must be submitted in accordance with the Price/Cost Schedule provided in the SF 1449. See E.8(e)4. regarding the required response when a vendor does not agree with the terms and conditions of the solicitation.

5. Whether any later amendment, route change, specimen-volume data, or pickup/delivery schedule has been issued

Answer: Please monitor SAM.gov for any updates or amendments to the solicitation.

Offerors are responsible for reviewing the solicitation posting and ensuring they are aware of any changes issued by the Government.

6. Whether vendors may submit the quotation as multiple numbered emails if necessary because of attachment-size limits

Answer: No. Past responses indicate the government's email size limit easily accommodates a single reply.

7. The following questions address the same topic and are therefore grouped together for response.

7. A. If not brand new, could you please provide the current / previous contract number?

7.B. Is this a new requirement or a recompete of an existing contract?

Answer: 36C24922C0045

8. The following questions address the same topic and are therefore grouped together for response.

8.A. What was the cost of the final full option year of the previous contract?

8.B If a recompete, can the incumbent contractor and current contract value be disclosed?

Answer: The contract award information, including pricing, is publicly available on SAM.gov. Please refer to the posted award documentation for the applicable contract pricing.

9. The following questions address the same topic and are therefore grouped together for response.

9.A. How many drivers/vehicles are currently used to service the current contract?

9.B. What is the vehicle size currently servicing this location?

9.C. How many cubic feet of storage are required for transportation, and what is the maximum size and quantity of items to be transported daily?

Answer: The Government does not provide information regarding the incumbent contractor's staffing levels, equipment, or vehicle types. The solicitation establishes the Government's performance requirements, and it is the responsibility of each offeror to determine and propose the personnel, vehicle sizes, equipment, and other resources necessary to successfully perform the contract requirements.

9. The following questions address the same topic and are therefore grouped together for response.

9. A. What is the weekly, monthly, or annual estimated trip volume for as-needed trips in total, and/or as-needed trips per contract location, if any?

9. B. Please provide historical monthly usage, if available, for the following categories: Appendix B backup routes, after-hours courier requests, weekend/holiday courier requests, STAT/emergency courier requests, Veteran residence deliveries, and local hospital deliveries.

Answer: The Government does not have a fixed estimate for as-needed trip volume.

The number of as-needed trips fluctuates based on operational requirements and mission needs. Offerors should propose their quotations in accordance with the requirements of the solicitation.

10. How long is the process for obtaining a PIV badge?

Answer: The PIV badge issuance process may take approximately 7 to 30 days, depending on several factors associated with the onboarding process. The process includes fingerprinting, sponsorship initiation, completion of required security documentation, and completion of mandatory TMS training.

Once the individual completes the required steps, including training, a VA email account will issued to support onboarding activities and prior to receipt of the PIV card. The overall timeline is dependent on the individual’s timely completion of required paperwork, the accuracy and completeness of submitted information, and successful completion of all required training and security requirements. Delays in completing documentation, correcting errors, or completing required training may extend the processing timeline.

11. What is the wait time for scheduling a right-seat ride with a VA employee?

Answer: If referring to the initial route familiarization ride, this will occur on the driver’s first day of service.

12. What is the window for pickup for Linn Station?

Answer: The service is based on the Government’s operational needs, which is as-needed, once daily, during normal business hours, Monday through Friday, 8:00 AM to

4:00 PM.

13. Will this be under the same CLIN as “As Needed.” If referring to Linn Station, then “yes.”

14. Will all stat pickups begin at RRVAMC?

Answer: On-demand STAT pickups typically originate from the Robley Rex VA Medical Center. However, approximately 10% of on-demand pickups may originate from other locations or medical facilities within the VA catchment area, based on operational requirements.

15. For Appendix B, please confirm whether those routes are strictly “as needed” and performed only when VA Motor Vehicle Operators are unavailable, or whether offerors should assume a recurring minimum level of Appendix B coverage.

Answer: Appendix B as-needed services. These services are utilized when VA motor vehicle operators are unavailable or unable to perform the required duties. Offerors should assume that services will be requested on an as-needed basis

16. Please provide any known or anticipated timeline for transition from the current Robley Rex VAMC location at 800 Zorn Avenue to the new facility at 4906 Brownsboro Road, and confirm whether offerors should price the base ordering period using Zorn Avenue as the primary origin.

Answer: The new facility is currently under construction, and the Beneficial Occupancy Date (BOD) is still under review. Additional information regarding the facility timeline will be provided, as appropriate, once available.

17. The PWS states that refrigerant packs and coolers for laboratory specimens or supplies will be supplied by VA. Please confirm whether VA will also provide any required locked containers, specimen transport containers, or other specialized transport containers, or whether the Contractor should provide those items.

Answer: The PWS identifies the Government-furnished items and contractor responsibilities. The contractor is responsible for providing any additional equipment, containers, or supplies necessary to safely and securely perform the required services in accordance with applicable laws, regulations, and industry standards.

Applicable requirements for the handling, packaging, transportation, and chain of custody of laboratory specimens may include, as appropriate, VA policies, Department of Transportation (DOT) requirements, Occupational Safety and Health Administration (OSHA) requirements, Centers for Disease Control and Prevention (CDC) guidance, and other applicable laboratory and safety standards. Offerors are responsible for determining the appropriate resources and procedures necessary to meet all applicable requirements.

18. The PWS states laboratory specimens must be maintained at 2–8°C and 30–50% humidity, while vehicles or storage areas must be maintained at 66–72°F and 20–60% humidity. Please clarify whether the 30–50% humidity requirement applies to the specimen container/cooler, the vehicle cabin/storage area, or both.

Answer: Government acknowledges the question regarding the humidity requirements identified in the PWS. The requirements for maintaining laboratory specimens and the requirements for vehicle/storage areas should be interpreted separately.

Laboratory specimens must be maintained within the temperature and environmental conditions specified for specimen preservation. Vehicle and storage area environmental requirements apply to the applicable vehicle or storage environment.

19. Please confirm whether a HIPAA-compliant electronic courier platform is acceptable for time-stamped proof of delivery, chain-of-custody records, temperature/humidity records, weekly reporting, and monthly roll-up reporting.

Answer: The Government will accept a HIPAA-compliant electronic courier platform for documentation requirements, provided the platform meets all applicable requirements identified in the Performance Work Statement (PWS), including timestamp proof of delivery, chain of custody records, temperature and humidity monitoring/reporting, weekly reporting, and monthly rollup reporting. The contractor remains responsible for ensuring all required information is accurately captured, maintained, and available for Government review by logging into or using on a government computer.

20. Please confirm whether surgical instruments and trays are included under this courier requirement only for transport, and whether any additional sterilization-chain, custody, or handling requirements apply beyond the PWS requirements.

Answer: Only for transport.

21. The PWS requires personnel to complete security vetting, fingerprinting, TMS training, and at least one right-seat ride before independent assignment. Will VA support completion of these onboarding actions prior to the October 1, 2026 performance start date?

Answer: The Government recognizes that certain onboarding activities, such as initiating the PIV credentialing process, may require time to complete prior to an individual being fully authorized to perform contract requirements. These activities may begin after contract award in accordance with Government procedures.

22. Submission address. Section E.1 (52.212-1 Tailored) instructs offerors to submit one email with two attachments, but the revised solicitation does not state the email address for quote submission. Please confirm the exact email address (and any required subject line) to which quotes must be sent.

Answer: carmen.hanczyk@va.gov and Sascha.hertslet@va.gov

23. "DAY" unit — partial performance. PWS Section 5, definition 19 defines a "Day" as completion of all scheduled courier services for one designated destination during one business day. If the Government cancels or reduces a destination's scheduled deliveries for a given day (for example, a facility closure or cancellation of one of the two daily delivery waves) after the contractor has begun or positioned for performance, is that day compensated as one DAY unit, a partial unit, or not ordered? Please also confirm that the estimated quantity of 251 DAYs per year excludes the 11 federal holidays.

Answer: Yes.

mailto:carmen.hanczyk@va.gov mailto:Sascha.hertslet@va.gov

24. The following questions address the same topic and are therefore grouped together for response.

24.A. Insurance evidence. Section E.1 requires the technical attachment to include evidence that the C.10 supplemental insurance coverage is currently in force.

For offerors whose coverage will be bound or adjusted to the C.10 limits upon award (performance beginning 1 October 2026), is a certificate of insurance for currently held coverage plus a carrier-issued binder or letter of insurability for the C.10 limits acceptable evidence?

24.B. Regarding the General Liability coverage documentation required with the technical submission: is a signed insurance binder or letter of insurability acceptable at quote submission, with the full certificate furnished within five business days of award per the contract terms?

Answer: Yes.

25. Non-STAT On-Demand and STAT Trip pricing. CLINs 0003/1003/2003 and 0004/1004/2004 each carry a single unit price per Trip, while authorized on-demand destinations range from locations within Louisville to Veteran residences throughout the Appendix C catchment area. Please confirm that a "Trip" (one pickup and one delivery) is ordered and paid at the single fixed unit price regardless of destination or mileage, so offerors should propose a blended per-trip price.

Answer: Yes.

26. Please confirm whether after-hours, weekend, holiday, STAT/emergency, Veteran residence, local hospital, and Appendix B backup work will be ordered and paid only through the applicable Price/Cost Schedule CLINs and estimated quantities.

Answer: Yes.

27. Please confirm whether the estimated quantities in the Price/Cost Schedule for Appendix B routes and weekend/holiday/after-hours mileage represent the Government’s expected annual usage for each ordering period.

Answer:The quantities provided are estimates and should not be construed as guaranteed. Actual ordering and service requirements will be based on the Government's operational needs, which are subject to change and may fluctuate during contract performance.

Note: The responses to the following questions are contained in the referenced sections of the Performance Work Statement (PWS). Offerors should refer to the applicable PWS sections listed below for additional information.

If, after reviewing those sections, you have a question about a specific requirement or need clarification on language in the PWS, please submit your follow-up question, identifying the applicable section and paragraph.

28. Please clarify if the government will require the vendor to provide equipment (coolers, totes, locks, and temperature logs).

Answer: See PWS Section 16

29. What type of items are we delivering to veterans residencies?

Answer: See PWS Section 10

30. The following questions address the same topic and are therefore grouped together for response.

30.A. Please confirm the address for Elizabethtown?

30.B. Please confirm the Elizabethtown CBOC address and pickup windows for pricing option-period CLIN x012.

30.C. Appendix A lists Elizabethtown with “TBD” delivery times, while the Price/Cost Schedule appears to include 0.00 trips for Elizabethtown during the ordering periods. Please confirm whether Elizabethtown service is required during the base ordering period and, if so, provide the anticipated first and second delivery times.

30.D. PWS Appendix A lists Elizabethtown service times as TBD — will an amendment publish these prior to the quote due date?

30.E. Elizabethtown CBOC. The price schedule includes Elizabethtown Daily Scheduled Courier Service in Ordering Periods 2 and 3 (CLINs 1001AE and 2001AE, 251 DAY each), but Appendix A lists its delivery times as TBD, the PWS lists its future location as "Pear Orchard and Ring Road, Elizabethtown, KY (date to be determined)," and Ordering Period 1 contains no Elizabethtown line item. (a) Should offerors price CLINs 1001AE/2001AE on the assumption the route is active for the full ordering period at the stated future location? (b) If the Elizabethtown CBOC activates during Ordering Period 1, or activates later than 1 October 2027, will the schedule be adjusted by modification?

Answer: Elizabethtown CBOC is still being built and is not expected to be activated until mid-2028. Service will not be required during the first ordering period. See PWS Section 8. Yes, offerors should price CLINs 1001AE/2001AE on the assumption the route is active for the full ordering period at the stated future location.

31. What are the pickup locations if different than RRVAMC?

Answer: See PWS Section 8
