About this file
This file is an amendment to a previous combined solicitation for parking garage maintenance and repair services. The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 9 (VA Network Contracting Office 9) is soliciting quotes through RFQ 36C24926Q0173 for Building 213 parking garage maintenance and repairs at the Memphis VA Medical Center in Murfreesboro, Tennessee (ZIP 37129). The solicitation is a 100% Service Disabled Veteran Owned Small Business (SDVOSB) set-aside under NAICS code 238990 (All Other Specialty Trade Contractors, with a $19 million SBA size standard). Contractors must verify their service-disabled veteran small business status with the SBA's VETCert system at the time of quote submission and award.
The scope of work includes biannual cleaning (post-winter and pre-winter seasons), annual painting/re-striping with full coating coverage maintained for a minimum of one year (touch-ups at no additional cost if integrity fails), and welding repairs to connection joints between panels with ten pre-installed stainless steel plates, requiring approval of silicone sealant products prior to application. Quotations are due by April 30, 2026, at 11:00 a.m. Central Time. Site walks are available upon request. The point of contact is Diane Ziegler at diane.ziegler@va.gov. This is a streamlined commercial items procurement using FAR part 12 procedures, with pricing documentation to be provided by contractors in a format that allows for price reasonableness determination.

Q & A RFQ 36C24926Q0173
Q: Inquiring to see if there is going to be a site-walk visit?
A: Yes, if requested.
Q: We would like to submit questions in relation of the scope. See below:
1. Is power washing required monthly, quarterly, or only as needed?
2. Is re-striping expected annually, as needed, or included in the monthly service price?
3. Should the contractor assume full re-striping each cycle or only touch-up of faded markings?
4. How many weld repairs are anticipated annually?
5. The SOW species “Weld Repairs (each)” — how is a single repair defined (LF, location, or connection)?
6. Will a pre-bid site visit be scheduled to assess current condition of the parking garage?
A:
1. Cleaning shall be conducted biannually, specifically post-winter season and pre-winter season. The scheduling will be coordinated with the selected contractor.
2. The request for painting services is for once a year.
3. It is anticipated that the coating will maintain its integrity for a minimum of one year; failure to do so will necessitate the contractor performing all applicable touch-up procedures at no additional cost.
4. The scope of work entails repairing one of the connection joints between the panels, comprising ten pre-installed stainless steel plates arranged at designated intervals along the joint. After welding, the joint must be sealed with an approved silicone sealant to safeguard the plates from environmental damage; the proposed silicone product must be submitted for formal approval prior to application.
5. The scope of work entails repairing one of the connection joints between the panels, comprising ten pre-installed stainless steel plates arranged at designated intervals along the joint.
6. Yes, if requested.
