About this file

This file is an Amendment to Solicitation 36C24926Q0149, issued by the Department of Veterans Affairs Network Contracting Office 9 (90C) in Murfreesboro, Tennessee on March 12, 2026, with an effective date of April 13, 2026. The amendment provides answers to four questions received from offerors regarding facility and licensing requirements for a Homeless Chronically Homeless Veterans (HCHV) residential transitional housing program. Offerors must acknowledge receipt of this amendment prior to the solicitation deadline by completing and returning copies of the amendment, acknowledging receipt on offer copies, or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers.

The amendment clarifies four key requirements: (1) occupancy permits from local and state authorities are preferable but may be obtained after contractor selection, with contact information provided for Lexington, Kentucky planning officials; (2) facility licensing under state or local authority is required but contractors should select the license type most appropriate for transitional housing, which can be provided after contractor selection; (3) Life Safety Code compliance documentation is not required with the initial quote but must be demonstrated during an initial inspection occurring after contractor selection before veterans are permitted to occupy the facility; and (4) proof of insurance is not required with the quote submission but must be provided during the post-selection initial inspection.

The purpose of this amendment is to provide the answer to a question received.

See attached page*******************************************************************************************************

Question # 1: Page 9 – J. Facility/Safety, Item 2:

This item states that the facility must have a current occupancy permit issued by local and state authorities. Should this permit be in place and submitted with the quote, or is it acceptable to obtain it after contractor selection?

Answer # 1: It is preferable that the occupancy permit should be submitted with the quote. For persons interested in this contract, they need to contact the city of Lexington to obtain the correct permit. To begin the process of obtaining the correct permit, parties may contact Stephanie Cunningham, who is a Planner with the Planning Services Department for the City of Lexington, KY. Here is the link to the city’s information:

Question # 2: Item 4 – Licensing Requirements:

This item indicates that the facility must be licensed under state or local authority. Given the various license types (e.g., Personal Care Home, Assisted Living, Personal Support Agency, Recovery Home), could you please clarify which specific license type is required or most appropriate for the HCHV residential program? Additionally, should this license be included with the quote or obtained after contractor selection?

Answer # 2: This contract is to provide transitional housing. It is not a personal care home, assisted living, independent living, or a recovery home. You would need to select the license most appropriate for providing transitional housing. The license can be provided after contractor selection. The license will be required for an initial inspection, which will occur after contractor selection.

Question # 3: Item 13 – Life Safety Code Compliance:

Should documentation demonstrating compliance with Life Safety Code requirements be submitted with the quote, or is this to be obtained after contractor selection?

Answer # 3: The documentation demonstrating compliance with Life Safety Code requirements will be required after contractor selection. Documentation will be required during an initial inspection, which must be completed before veterans would be allowed to move into the transitional housing site.

Question # 4: Insurance Documentation:

Should proof of insurance be included with the quote, or provided after contractor selection?

Answer # 4: Proof of insurance will be required after contractor selection. Proof of insurance will be required during the initial inspection, which will occur after contractor selection.
