About this file
This is a Sources Sought Notice for a sole-source procurement of pharmacy automation equipment and services for the Department of Veterans Affairs. The VA intends to award a contract to Parata Systems, LLC. (106 Roache Drive, Durham, NC 27037) for the Parata ATP2-E480 Automatic Tablet Packager, including proprietary software, installation, integration, training, and preventive maintenance services to support pharmacy operations at the James H. Quillen VA Medical Center in Mountain Home, Tennessee. The procurement is justified under FAR Part 6.302-1 based on proprietary software and hardware restrictions—Parata does not authorize third-party vendors to service its equipment due to specialized software and remote diagnostic requirements, and manufacturer warranties are voided if unauthorized vendors are engaged. Market research indicates no other automated tablet packaging system is compatible with existing Parata infrastructure without substantial modification, cost duplication, workflow disruption, and potential patient safety risks.
Interested vendors must submit capability statements by March 6, 2026 at 11:59 p.m. CST to mario.russell@va.gov demonstrating compatibility with existing Parata systems and past performance with integrated pharmacy automation. Responses must include company name, UEI, technical capability statement, evidence of system compatibility, and relevant past performance. This notice is not a request for competitive quotes; however, responses demonstrating clear and convincing evidence that competition would benefit the government will be evaluated at the government's discretion. The contracting office is the Department of Veterans Affairs Network Contracting Office 9 in Murfreesboro, Tennessee (NAICS 339112, 1,000-employee size standard), with contract specialist Mario Russell as the point of contact.
