Elyse N. McVey Contracting Officer

MEMPHIS PORTABLE FIRE EXTINGUISHER MAINTENANCE Q AND A

1. How many total extinguishers are present at the facility? 687

2. Will the government allow for the fire extinguishers requiring servicing to be swapped out for new extinguishers, or does it require servicing only on existing extinguishers? If new extinguishers are required, they will swap out however servicing is the first option

3. Regarding hydrostatic testing, the SOW states “The contractor must have their own hydrostatic testing facility”. Can the hydrostatic testing be performed by a subcontractor?

Yes

4. The period of performance shows a start date of November 1, 2025. Is this subject to a specific contract award date? Our quotes are to be valid for 30 days, which would mean November 29, 2025, which is the end of November. When are bids/proposals due. The start dates depend on the contract award date. Note from CO: quotes are due 11/5/2025 and start will be as soon after that as possible and agreed upon date.

5. Can you please confirm annual inspection and tagging are not required in this contract?

The scope of work seems to exclude annual inspection and tagging, states 11 monthlies, plus 5/6/12-year maintenance services, which suggests the annual inspection (12th month) is not part of this contract. Please confirm. Monthly inspection required; 11 monthly inspections. Annual inspection is still required.

6. The table provided on page 5 shows quantities for various types and sizes of fire extinguishers requiring maintenance. This table has a total of 165 fire extinguishers requiring maintenance. Is this the same quantity of fire extinguishers requiring monthly inspections? We would expect there to be more fire extinguishers requiring monthly inspections than maintenance services because every fire extinguisher throughout requires a monthly inspection, but not all require maintenance. Can you please confirm the total quantity of monthly fire extinguisher inspections? 687 for monthly and annual maintenance.

7. Is there a specific month in the contract the 5/6/12 year maintenance must be completed before? No, required month. 5/6/12 year from last month

8. Will the fire extinguishers installed on the vehicles be brought to a single location for us to inspect them, or will we be required to track down each vehicle individually? COR will accompany to the two sites that have vehicles:

Nonconnah HPBC 1980 Nonconnah Memphis, TN 38132

Phelan 575 Phelan Avenue Memphis, TN 38126

a. Also, do you have an approximate count of how many are on vehicles? 90

9. The solicitation states the contractor must perform quarterly hood cleaning for eight (8)

Ansul systems. Is the quarterly inspection to clean the hood, filters, traps, etc, or inspect the Ansul fire suppression systems? Or both? Both

a. Are there 10 or 11 Ansul systems? 8

b. If we’re performing the inspections on the fire suppression systems, then we’ll need additional information such as previous inspections reports to be able to understand the size and scope for inspecting and testing these systems. Note from CO: COR did not provide this information

c. What are the sizes of hoods and ducts that need to be cleaned and how many? 8

d. Should the Price/Cost Schedule have an additional CLIN for this scope as CLIN

0001 is clearly marked for Fire Extinguisher Inspection and Maintenance? Or we can include the cost for the quarterlies and divide the total over the 11 months.

The price should include all in one. Note from CO: the CLIN can be written as 1 job instead of 11 months and still bill monthly in arrears.

10. How many buildings are onsite/what buildings are part of the contract? 5 & Fisher House

a. Can you please provide the names of the clinics and addresses included?

Lt. Col. Luke Weathers, Jr. VA Medical Center 116 North Pauline Street Memphis, TN 38105

For vehicles:

Nonconnah HPBC 1689 Nonconnah Blvd.

Memphis, TN 38132

Phelan Avenue VA Clinic 575 Phelan Avenue Memphis, TN 38126
