Summary of Justification and Approval for SDVOSB Sole Source Award
This document is a Justification and Approval (J&A) for a sole source procurement award under VAAR 819.7008 to a certified Service-Disabled Veteran-Owned Small Business (SDVOSB). The Department of Veterans Affairs, VISN 09, Lexington VA Medical Center seeks to procure the Zoll Itamar WatchPAT One Direct Program for home sleep study supplies and services. The contract is structured as a 5-year IDIQ award with a performance period from May 1, 2026, through April 30, 2031. Ordering Period pricing is established at $175,200 (Year 1), $180,600 (Year 2), $186,200 (Year 3), $192,000 (Year 4), and $99,000 (partial Year 5), for a grand total of $833,000. The justification authorizes the sole source award under 41 USC §3304(a)(5) and 38 U.S. Code §8127(c) based on the contractor's unique qualifications and the manufacturer's authorization.
Veterans' Healthcare Supply Solutions, Inc., the sole SDVOSB authorized by Zoll Itamar to distribute WatchPAT One Direct devices and provide related services, is the only qualified vendor identified through market research. The device is documented to provide 98% accuracy in sleep apnea diagnosis and comparability to the gold standard in-laboratory polysomnography. The document notes that no competition is anticipated and that the requirement is neither bundled nor presents organizational conflicts of interest. The J&A has been certified and approved by the Facility POC (Megan Hardy), Contracting Officer (Lori Ellis), and Clinical Support Branch Chief (Harry R. Grambo III) as of April 14, 2026.
