About this file
This is a Sole Source Justification document from the Department of Veterans Affairs for a service contract to maintain medical equipment at the Memphis VA Medical Center. The procurement covers maintenance and repairs for 145 Hill-Rom medical beds (118 Centrella Model P7900B, 11 Compella Model P7800, and 16 Progressa Model P7500) with a total estimated contract value of $487,513.00. The contract will be a firm-fixed price Requirements contract with five one-year ordering periods from October 2025 to September 2030.
Hill-Rom is being identified as the sole source provider due to being the original equipment manufacturer (OEM) and the only vendor capable of providing specialized maintenance that meets FDA regulatory compliance. A sources sought notice was posted, which yielded seven responses, but the VA determined that Hill-Rom remains the only qualified provider. The justification emphasizes that Hill-Rom specializes in maintaining their patient beds, provides proprietary parts, and follows specific FDA regulations that third-party providers cannot replicate. The government will continue to conduct market research to potentially enable competition in future acquisitions.
