3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The transport chairs are designed specifically for short-term patient transport in clinical environments. It prioritizes safety and efficiency for caregivers, featuring ergonomic push handles, stand-assist armrests, a one-touch central brake, and anti-tip wheels. Unlike the often foldable and theft-prone design of standard wheelchairs, the transport chairs have a rigid, power-washable frame with enclosed mechanics for enhanced infection control and durability. With a higher weight capacity of up to 500 lbs and a theft-deterrent build, it’s engineered for high-traffic healthcare settings where comfort, hygiene, and caregiver ease are paramount. While other transport chair models were reviewed during the research process, none offered the full suite of proprietary ergonomic, safety, and infection control features necessary to align with current clinical standards and facility workflows. Specifically, no alternative chairs featured the combination of BackSmart® push handles, one-touch central braking, swing-away footrests, and nestable, power-washable frame construction all critical to patient and caregiver safety, efficient storage, and infection prevention protocols.

4. Description of market research conducted and results or statement why it was not conducted:

Market research consisted of the following: reviewed the results of recent market research undertaken to meet similar or identical requirements; queried commercial and the Government-wide database of contracts and other procurement instruments intended for use by multiple agencies; participated in interactive, on-line communication among industry, acquisition personnel, and customers.

The Stryker Prime TC Transport chair has more maneuverability than the standard wheelchair. Several of the components adjust to accommodate patient needs but are not removable. The Stryker Prime TC transport chair stands out as the optimal and arguably exclusive choice for Mountain Home VA Medical Center due to a combination of clinical, operational, and logistical advantages that alternative chairs simply cannot match. Its nestable, rigid frame design not only saves valuable storage space but also deters theft and minimizes maintenance downtime.

Components are nonremovable, reducing the risk of lost parts, and the power-washable, seamless construction supports infection control protocols which are critical in a high-volume clinical environment. From a caregiver safety and ergonomics standpoint, the Prime TC incorporates BackSmart push handles, stand-assist armrests, and foot-operated controls, all designed to reduce strain and injury risk. These features are not commonly found together with other transport chairs, making the Prime TC uniquely suited for long-term operational efficiency. Choosing a different chair would introduce incompatibility with existing accessories, increase training burdens, and fragment maintenance and procurement processes. In
