1. Contracting Activity: Department of Veterans Affairs, VISN 09, Tennessee Valley HealthCare System Medical Center. NCO 09 Contracting.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Provide and install (13) Pevco Security Doors. Cost a one-time services, no options evaluated.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This is a Pevco Systems International, Inc. (Pevco) product that is proprietary to only Pevco. Pevco is the only provider of the parts and services capable and qualified to install, calibrate and program the security doors to existing pneumatic tube system equipment.

4. Description of market research conducted and results or statement why it was not conducted: Market research is conducted in accordance with FAR Part 10.

Pevco provided a proprietary letter that indicates that Pevco is the only company that is capable and qualified to provide the security doors, install, calibrate and program the System existing pneumatic tube system equipment.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. A determination of price reasonableness IAW FAR 13.106-3 is included in the contract file briefcase.
