About this file
This document is an amendment to a solicitation for a federal contract opportunity. The purpose of this amendment is to provide questions and answers received, and to extend the due date for quotes until September 17, 2024 at 10AM CT.
The solicitation is for a urinalysis contract for the Department of Veterans Affairs, Veterans Integrated Service Network 9, covering three locations: Nashville, Murfreesboro, and Chattanooga. The key requirements include providing urinalysis instrumentation, reagents, calibrators, controls, and consumables, as well as 8x5 emergency and routine maintenance service with 24/7 technical phone support. The contract does not require backup microscopic instrumentation, but does require two chemistry analyzers at each site. Offerors may submit multiple options as long as they meet the Statement of Work/Performance Work Statement requirements. Quotes should be submitted to the designated Contracting Officer email addresses.

Jeannette Morphew Contracting Officer Questions and responses:
1 Is a submission of more than one option acceptable? Yes as long as they meet the needs of the sow/pws.
2 Please confirm the requirement calls for separate CPR Rates for each of the three (3) locations? They do not need to have separate rates; we track them separately for estimated usage #s.
3 Please confirm that the CPR Rates will need to be split for a Chemistry CPR Rate and a Microscopic CPR Rate? They do not need to be split/separate rates; again, we use them this way for estimated usage #s.
1. Can you please confirm the requirement calls for a backup for the chemistry instrumentation only for VA Murfreesboro and VA Nashville? No backup microscopic instrumentation is required at either of these locations. Nashville and Murfreesboro - No Backup needed for microscopic. Two Chemistry analyzers needed.
1. Do either of these locations require a Wagon/Cart for the instrumentation to sit on? This is not part of the SOW.
1. Will the Government consider an instrument configuration with a wagon/cart that would alleviate the depth space constraints of the Chattanooga location? Yes, Chattanooga could consider it, however because of the leased clinic space, they are unable to add/remove current structures/cabinets.
1. question regarding #2. Do the sites want 24x7 or 8x5 onsite field service support? I see 8x5 in the first sentence and 24x7 in the second paragraph. I would imagine 8x5 is sufficient given they will have backup. All 3 sites -8X5 is what we currently have, and it has been sufficient due to the backup but telephone technical support availability 24/7.
2. Maintenance and Repair:
Service includes: INITIAL SERVICE (MON-FRI 8AM-5PM EXCLUDING HOLIDAYS), EXTENDED SERVICE (MON-FRI 8AM-5PM EXCLUDING HOLIDAYS) AND 24 HR UNLIMITED TECHNICAL PHONE SUPPORT.
The contractor will provide 24/7 technical phone support. The contractor will provide (Removed 24/7) 8x5 emergency and routine maintenance service and all reagents, calibrators, controls, and consumables required to perform urinalysis testing. The contractor will provide all tools, parts and labor needed for emergency or preventive maintenance and incur all associated travel costs.
1. Also, can we get a one week extension? We cannot extend a week due to end of year workload, however we can extend quotes due until 17 Sept. Please see amendment for specific time.
