About this file

This document contains an amendment to a solicitation for community hoptel lodging services. The Department of Veterans Affairs is seeking to continue lodging services for veterans at a local hotel near its medical center in Murfreesboro, Tennessee. The amendment extends the response deadline to January 24, 2024 and answers prospective offerors' questions. Services required include providing ADA-accessible double-occupancy rooms for veterans attending medical appointments, with an average of 1-15 rooms needed nightly based on demand. Room reservations may be requested from 30 days to same day, with varying lengths of stay. Pioneer, LLC is the incumbent contractor. Offerors may work with a hotel's owner or manager to guarantee rooms at a single property near the medical center to facilitate the lodging program's needs.

HOPTEL Questions

1. Are third-party travel management companies allowed to respond to this solicitation?

This requirement is for small business set aside.

1. To confirm, 1 - 15 rooms will need to be held every night by the hotel?

A block of rooms does not have to be held for our program- we generally book an average of 1-15 room nightly or more based on the daily demand/need for our Hoptel/Lodging program in advance or same day.

1. How far in advance will rooms be requested?

Our Veterans can make lodging requests from 30 days to same day for lodging services.

1. Will guests stay for 1 - 2 nights or multiple days? Is there an estimated monthly stay pattern that can be provided?

We cannot predict the need that our Veterans have monthly due to these being based on the clinics that schedule daily appts to weekly schedule treatments (random/based on Veteran need). We will have some Veterans that will lodge 1-night, multiple nights or weekly based on their assigned treatment needs and qualifying VA appts.

1. Is there a current awardee for this requirement or is this a new request?

The current contractor is Pioneer, LLC. This is an update/new request to continue Hoptel/Lodging services at a local hotel in our area.

1. To confirm, all rooms need to be ADA-certified and double occupancy? There will not be a need for single occupancy rooms?

Yes, all rooms must be ADA-certified and double occupancy (prefer 2 double beds or 2 queen beds- that accommodate up to 4 people per room).

1. If a room is reserved for a patient, and there is neither an arrival nor communication from them or the VA, are we authorized to invoice for the room?

We are requesting that all confirmed hotel rooms be held until 8:30pm and released without any charge to the VA if the Veteran has not checked in to the room/unless there has been an alt. arrangement made separately with the hotel for a later check in due to special circumstances.

1. Are shuttle services needed to transport patients to and from the VA?

Please see Statement of Work. This service is not required.

1. Will the hotel be allowed to maintain patients' credit cards on file for incidentals, charges, and damages not covered by the VA?

No credit cards are to be provided by our Veterans for their lodging stay. The Veteran’s personal info. (address/contact # info.) can be taken directly from the Veteran at check in for your files and for any f/u, if needed.

1. Will a tax-exempt form be provided?

All line item pricing should be all inclusive.

1. Do we have to own/manage the hotels, or could we just work with the owner/manager to guarantee the rooms, and facilitate/guarantee delivery? We do this in many of our properties around military bases, where we will lease the home from the owner and turn around, furnish it and make it available for families, so we are very experienced with this model, but want to make sure there is not an owner/manager requirement for this contract?

Per statement of work, this requirement is only for hotels. An assigned Vendor can work with an owner/manager of a hotel to guarantee rooms for our lodging program.

We request only 1 hotel be utilized for our lodging program. The Hoptel/Lodging program would like to work directly with the assigned hotel daily for continuity of lodging services and direct confirmation of rooms/cancellation/changes of needed lodging for same day service for our Veterans and any other special requests, that may present in coordination of lodging services.

1. If it is OK for us to work in a facilitation role, could we facilitate at 2-3 hotels in the area, all of which would meet the requirements for quality, service, and proximity, but then have the flexibility to assign veterans to any of these 2-3 approved hotels?

All veterans need to be located in 1 hotel, per statement of work, section 3.
