About this file
This document is an amendment to a solicitation for the Building 2 Flooring and Lighting Replacement project at the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 9 medical center. The amendment provides additional requests for information and responses related to project scope details. Questions address the need for scale drawings to determine patching and painting quantities, items to be removed and salvaged from walls, reuse of existing electrical components, and project phasing and duration. Responses clarify square footages for flooring replacement, assume quantities of items to be removed from walls, indicate existing conduit and conductors can be reused if compatible with new lights, and maintain that the project must be completed at night and on weekends within the original 120-day period of performance to minimize disruption to facility operations.

Additional RFIs and Answers 36C24924B0002 Bldg 2 Flooring and Lighting Replacement
1. We are to assume all flooring work in bldg. 2 totals 4400 sf and bldg. 147 totals 600 sf. However, without a scale for the drawing, we cannot determine quantities for patching and painting, and all other work associated with walls in bldg. 2. Please provide a scale or measurements for each room. Drawings provided.
1. RFI 12 Clarification: The responses says no scale will be provided and instead the qty’s provided by the Gov should be used. There is abatement qty provided for Bldg 2. Is it to be assumed this qty is to be used for all floor and ceiling demolition in Bldg2? See new drawings.
1. RFI 18 Clarification: The question is asking specifically what items will need to be removed from walls and/or salvaged and reinstalled. Please provide an approximate list of items and a count of each item. Assume 1 clock, and 4 pictures per room.
1. RFI 26 Clarification: The response to the question “Are all existing lighting conduit, conductors, and breakers to be reused?” said means and methods. This is not a matter of means and methods, this is specific information needed by the GOV to accurately estimate the project. Please provide clear direction. The conduit, conductors, and breakers can be reused if compatible with the lights. If not, then new conductors etc. will need to be provided.
1. RFI 32 Clarification: The response says that all areas are to remain in operation and all work is to be done after hours. Furthermore RFI 9 response states “Rooms will be given that can be completed during a shift. Rooms will be functional between 0600-1700 Monday thru Friday.” This approach can work in corridors where we can work in small sections, i.e. abate one night, replace ceilings one night, replace flooring one night, replace lighting and inspect one night, etc. However, this approach will not work for individual rooms in which GOV employees work. It is just not feasible. In order to have an office ready for an employee to work each morning the following activities are required each night; At 5pm the GOV to remove computers and equipment, the Contractor to move furniture out, the Contractor to setup ICRA, the Contractor to perform work, the Contractor to clean and remove ICRA, the Contractor to move furniture back in, the GOV to install computers and equipment by 6 am. This sequence of activities will allow maybe 4-5 hours of work to be performed each night. That is just not feasible for the GOV or the Contractor. This scenario will require 1-2 weeks per room. With approximately 26 rooms to complete, the total duration needed just to complete physical work would be about 26-52 weeks (or 182-364 calendar days). To meet the current contract duration of 120 calendar days provided in this solicitation the GOV would need to move GOV employees out of their office to allow the Contractor to work in at least 2-3 rooms concurrently. This has been typical for similar projects in the past. We respectfully request the GOV to allow the suggested phasing plan above so the Contractor can meet the period of performance on this solicitation. It is not only nights. The solicitation says nights and weekends. These jobs have been done in the past with 6 rooms or what the contractor can complete between 6pm on Friday and 6am on Monday morning. Hallways can be demolished over the weekend and then flooring laid through the following week at night.
1. If sequenced the way described in RFI 32 response, work cannot be completed in a single weeknight and will require a full weekend per room. In this scenario, we could only complete a full room in one weekend, and we estimate the work to take approximately 210 calendar days. Will the government consider extending the project to accommodate the additional duration? Not at this time.
1. RFI 17 Clarification: The response says signs will be outside of the project area, however the question was referring to existing room signs and wayfinding signs in the corridor. Will these items need to be removed and reinstalled after painting the corridors? Yes room and wayfinding signs will need to be removed and reinstalled when complete with that area.
