VA Response 11-21-2023 Solicitation 36C24924B0001 Pre-Bid Q&A’s
1. How deep are existing electrical lines, fiber line and electrical duct bank?
A: Reference the attached topo survey PDF. Please be advised that depths are approximate, and this survey did not locate all existing underground utilities. Approximate depths of utilities located by GPR are noted as “D=_”. All utilities shown on attached TOPO and included on plan drawing sheets shall be physically located within the areas of work prior to excavation for installation of new fuel lines and other structures. Contractor to physically location all utilities in area of work prior to any excavation work.
2. Are steam lines within a concrete tunnel? If so how far below ground is the tunnel and what is the top and bottom elevation? If not, what size are they, what depth are they buried and how many are there?
A: Please reference the topo survey and design drawings for approximate depths and quantities.
Known steam lines have been found to be direct bury.
3. What is the depth of the existing and new relocated waterline? What size is the waterline and what type of material?
A: Please reference the topo survey and for approximate depths. Existing piping is 8” nominal size. Material is presumed to be iron.
4. Amendment 002 appears to have been posted on 10/31… will amendment 001 be forthcoming?
A: Amendment one was a internal system change that reflected the same information as on Amendment 002.
5. CE101-S road closures: How long can the contractor close Bradford Pear Lane and S. First
St.?
A: It is the intent of the design to close these roads one at a time to allow traffic detours and provide continued access to the Sani-Pack, Bldg. 205 (Loading Dock/Warehouse), Bldg. 207 (PET/CT), and Bldg. 214 (MRI). Closure of these roads should be limited to only the time necessary to demo, excavate, install, test, backfill, and re-pave. Contractor will have to provide 24hr traffic controls and detour signage when either section is closed. Contractor should plan for an estimated 2-3 week’s maximum per. road crossing. Temporary protection of crossing measures for excavation meeting H-20 loading will be allowed when necessary.
6. Spec. 23 10 00/ 1.5/ E: "E. Tank and piping installation contractor shall be certified as acceptable by local and state pollution control authorities." 1) Which specific authorities/ agencies? 2) What specific certifications are required?
A: Any contractor performing the installation of new aboveground fuel oil storage tanks (ASTs) and fuel oil supply distribution piping shall be a certified “UST Corrective Action Contractor” through the Tennessee Department of Environment & Conservation (TDEC). This is due to the fact that the NEW ASTs will be replacing the existing underground fuel oil storage tanks (USTs).
7. Spec. 23 10 00/ 1.5/ A: "A. Contractor shall obtain and complete all tank permit and registration forms required by governmental authorities." 1) Which specific authorities/agencies? 2)What specific permits are required?
A: There are none for the EPA, State of Tennessee or local for aboveground fuel oil storage tanks (ASTs). Response to Question 6 above is the overlap between old USTs and new ASTs.
8. Fuel oil: Will the contractor be required to provide any fuel oil as part of this contract? If yes how much?
A: As part of the contract, the contractor will be responsible for the transfer and polishing existing diesel fuels in underground (USTs) storage tank to new aboveground (ASTs) storage tanks. The VA currently uses the local Stowers/CAT dealer for these services. The VA will be responsible for additional fuel needed to “Top Off” new tanks toward the end of the project.
Coordinate fuel delivery with the VA.
9. Spec. 23 09 23 & 23 10 00 BACnet communication to engineering control system: Is integration with the "Computrol’s front end" within the scope of work?
A: Yes. Also reference sheet M600 “Points List – Building Automation System”. Contractor shall integrate all new fuel system monitoring and controls requirements as well as update/modify any existing that are altered as a result of this construction project.
10. Spec. 23 09 23 & 23 10 00 BACnet communication to engineering control system: Reference previous question (RFI 5): If integration is within the scope of work. Can the Government please supply the name and contact information for their current controls contractor?
A: The James H. Quillen VA Medical Center (Mountain Home, TN) currently uses Mr. Mike Albright (513-266-2645)(mike.albright@plugsmart.com) with Plug Smart for our Computrols (BACnet) integration needs. Tennessee Satellite Office, 428 West Poplar Street #2, Johnson City, TN, 37604.
11. Spec.02 65 00 /1.1/3 "3. Filing amended notification form CN-1260" This form appears to be an owner requirement. 1) Is the Government going to file form CN-1260 or will the contractor be designated a legal representative of the Government to file this form with the State of TN? 2)If the Contractor is filing will The Government provide all necessary information on current system in order to complete form?
A: The contractor will act as an authorized representative for the government. The VA COR and VA GEMS coordinator will provide required details on the existing systems. Contractor should coordinate with VA early.
12. fuel polishing existing tank sizes: What are the sizes of the 3 existing underground fuel storage tanks that require fuel polishing and fuel transfer ?
A: One (1) 10,000 gallon tank, two (2) 6,000 gallon tanks.

14. bldg. 36 generator belly tank ports: Does the bldg. 36 generator belly tank have any existing ports? If yes can you supply: sizes, if in use, and if in use by what(IE fuel piping, sending unit ...)?
A: Photos attached. Sizes not measured. Ports include:

4. Engine return
5. Vent (x2)
6. Emergency vent (x2)
7. Hinged cap
8. Fuel level (dial)
9. Various instrumentation ports
15. bldg. 36 generator belly tank: Does the existing bldg. 36 generator belly tank have any sending units/sensors installed? If yes what type and model?
A: The unit has basic local controls. Verify capabilities with Pryco. Note that this project does not include an expansion of controls or monitoring capabilities for this existing system.
16. new above ground tanks, tank schedule drawing M600 & Spec 23-10-00 2.1 B. 3:
M600 call for a UL 142 double wall tank and spec 23-10-00 2.1 B. 3 appears to call for "Fireguard" construction, and to UL 2085. Can the government please clarify the requirements of the tank construction?
A: UL-142 double wall is the required specification for the new outdoor ASTs. The new interior tanks can be UL-142 with basin type containment. UL-2085 or Fireguard are not required.
