3. The Past Performance Questionnaires can be submitted with the RFP.
1. Are you looking to book all the rooms in one hotel total?
Answer: All the rooms do not have to book in one location
2. The past performance info is written as being due on Nov. 25th. Confirming that's a typo and those docs can be submitted by the due date. That date was on there with the pre-solicitation docs.
Answer: The Past Performance can be submitted with the proposal.
Also, how many of the 45-90 rooms will need to be ADA rooms? Hotels don't have 45-90 ADA rooms, we want to make sure we have a correct amount of rooms set-aside daily and the appropriate hotel is provided.
Answer: A minimum of 4 ADA rooms per facility for the wheelchair bound patient. Each room, regardless of ADA status should have grab bars in the bathtubs for patients.
Did two SDVOSB businesses respond to the market research on this? We did respond to this and want to know if you can set-aside for SDVOSB.
Answer: The will be set aside for Small Business

1. Can past performance questionnaires be submitted by the quote due date instead of November 25th?
Answer: The performance questionnaires can be submitted with the proposal.
1. This is a pre-solicitation, not a solicitation - why are the past performance documents due on Nov. 25, 2023? Do you want a quote by Dec. 12?
Answer: The pre-solicitation and the solicitation are posted to SAM.gov, with a due date 12/12/2023. The Past Performance documents can be submitted with the proposal.
2. Who is the incumbent and dollar amount and current contract number?
Answer: There is currently a bridge contract in place 36C24923P0301.
3. Most hotels are ADA accessible, but an ADA accessible room is different than a standard hotel room. 3.2/page 14 states units shall be single and double occupancy and handicap accessible. How many rooms out of the 45-90 need to be ADA rooms? Must a specific amount be set-aside per day, or will they be reserved in advance?
Answer: Patients will usually let us know prior to their travel that an ADA is required. Sometimes, due to treatments that patients receive there will be a need to move the patient from a standard to an ADA room. Minimum 4 ADA rooms.
4. We responded to this sources sought as an SDVOSB. As a VA contract, and with the high possibility that one other capable offeror responded as well - why is this not set-aside for SDVOSB? Answer: This requirement is set aside for small business.
o Can the suites be disbursed beyond the ground level if the facility has upper floors that are elevator serviced?
Answer: Not all rooms are required to be on main floors as long as rooms are accessible via elevator.
o If upper floors are acceptable, are there parameters of where they have to be located within the building?
o
Answer: No parameters as long as it’s not near somewhere loud like an exercise room, linen closet. As long as patients are not disturbed, room location is not a problem.
o Is there a budget threshold for this solicitation?
Answer: Information not known.
o Is the transportation inclusive to this budget or will this be a separate CLIN?
Answer: All prices should be all inclusive.
o Will this contract be paid through WAWF?
o Answer: The VA payment system is IPPS.
o Payment terms ~ is there flexibility in weekly invoices?
Answer: Invoices will be paid monthly in the arrears.
o Is this new, or is there a past incumbent?
Answer; The will be a new contract, currently there is a bridge contract in place.
o If not new, could you share the incumbent name or contract number?

First, on the previous transplant lodging contract, was there a specific hotel or hotel chain used or were multiple hotels used?
Answers: Multiple hotels were used on the bridge contract.
Were you (the VA) happy with that selection or were there issues you wish you would have known about, like maintenance or staffing issues?
No issues listed.
And would hotels near the BNA airport area be satisfactory (as most of the kitchenette properties are near the airport) and within the allotted 15 minute drive time to the main Nashville
VA facility?
Answer: We need a hotel that is 15 minutes max in traffic. These patients suffer from complex health issues and need to be at VA in a timely manner.

Are you looking to have everyone under one roof or would you be able to split the rooms between different hotels?
Answer: All patients do not have to be at the same location.

Can you please share the actual usage per month based on invoicing for this contract for the past 12 months?
If you can provide this by the day per month that would be great. If not, the total number of rooms invoiced per month would be helpful.
Answer: This information is not available.
Under 5.1.3 “General Furniture Package” it states: 2 each double-sized or larger beds with headboard - does this mean all 450 rooms have to have two double size beds OR can the properties offer guest rooms with only one bed? A pullout couch is mentioned under the General
Furniture Package - do all single and/or double-bedded guest rooms need to also have a pullout couch?
Answer: Single bed (king size) is usually reserved for married couples but even then, they request a double bedroom due to the complexities of Veterans health and not wanting to disturb the vet. Sometimes a family member that is not a spouse (sister, brother, friend) accompanies the vet for their treatments. Caregivers are required to accompany all vets.

I was wondering if it was possible you could extend the 15-minute distance restriction to 25 minutes as we have found some more suitable and cost-effective options within this range .
Answer: This will remain the same as stated in the PWS.

1. Terms of the Contract: Could you provide more details on the terms and conditions of the contract, including the duration and any specific requirements we should be aware of?
Answer: All this detail information is listed in the PWS
2. Payment Information: We are interested in understanding the payment structure for the lodging services. Could you please provide information on how the contract compensates successful bidders for the provision of 450 furnished hotel or motel suites/kitchenettes per week.
Answer: All invoices will be monthly in the arrears.
3. Additional Guidelines: Are there any additional guidelines or specifications that we should be aware of as we prepare our bid?
Answer: The guidelines and the solicitations requirements are listed in the PWS.

Wondering Are kitchenettes a deal breaker when it comes to this block?
Answer: Yes, kitchenettes are a necessity. Most of our patients stay minimum one week to sometimes 3-6 months. All have food requirements that does not allow for always ordering take out food.

In follow up to this solicitation for 450 beds to provide Medical Lodging for Transplant Services for the TVHS, can you confirm if immediately after award 450 beds will be needed for patients?
If not, how many beds is has been historically needed at any given time.
Answer: approximately 60 – 80 a night during a slow time.
