1. Will the government extend the proposal due date to 28th of September since questions are due on the 22nd (Friday) and the current due date for proposals is 25th (Monday)? No, need date is September 30, 2023
1. Referencing Section 1.4.2, 1.5.1, 1.5.3, and 3.1. Is someone needed onsite full time? If not full time, what percentage of the time? Based on the annual square footage that we anticipate needing these services this is the number of hours, in total, of all the people that would be performing the tasks would equate to.
1. Referencing Section 1.4.2, 1.5.1, 1.5.3. Does the VA want a separate contracted Interior Designer for each site listed? To be determined by the contractor.
1. Referencing Section 1.5.8, Key Personnel. Is a Contract Manager key personnel? MOU just needs one single point of contact from the contractor.
1. Referencing Section 2.1.6.1.f. Hardware/software is required to perform computerized inventory, CAD, take-off, and purchase tracking/reporting. Is the cost for this wrapped into the labor rate requested in Section B.3 Price/Cost Schedule? This cost should be wrapped into the amount per square foot.
1. Referencing Section 3.1 Facilities. Is the contract interior designer issued GFE? If so, can the required inventory software be used on that computer/laptop? What is the plan for the GFE?
Yes, they will be issued gov’t issued IT equipment.
1. Referencing Section 5, Construction/Facilities Management Support. The requirements in section 5 seem above and beyond the expertise of an interior designer. Is this for the key personnel Contract Manager? These requirements are expected to be provided by the contractor.
1. Referencing Technical Exhibit 3, Estimated Workload Data. What is the “1 EACH” referring to? Each what? The work is estimated at 2,080 labor hours per year. PLEASE DISREGARD THIS TABLE
1. Referencing Technical Exhibit 1, Technical Exhibit 3, and Estimated Workload Data. Exhibit 1 is saying the Interior Designer must be NCIDQ certified. The position requirements in Exhibit 3 state two years of experience. This conflicts with Section 2.1.6.1.c, “qualified professional Interior Designer with either a four (4) year Interior Design degree from an accredited school by the Council for Interior Design Accreditation (CIDA/FIDER), or 5 years of experience, with at least one year of experience using Contractor’s software like that proposed for this contract.” Could you please clarify the resume requirements for the interior designer position? AMEND: “Standard” column should be preferred qualifications. Please amend: or 5 years of experience or 2 years of experience in a healthcare environment, with at least…”
1. Referencing Technical Exhibit 3. Is this what the VA is requesting? One Interior Designer each year? Can you explain how this table related to B.3 Price/Cost Schedule? We are removing Exhibit 3. Per the 2,080 hours, see question 8.
1. Reference B.3 Price/Cost Schedule. What is the VA looking for in the Unit Price and Amount columns? The cost of 1 Interior Designer at 2080 hours per the technical exhibit 3? We are removing Exhibit 3.
1. Reference B.3 Price/Cost Schedule. Where do the hours/cost go for the Contract Manager that is supporting section 5 of the PWS or for whomever is supporting Construction/Facilities Management? Pricing is based on cost per square footage.
1. Is there a page limit for the capability statement? No there is no page limit; however, the following applies: “A searchable Adobe (.pdf) is the preferred format. File size should be no more than 10 megabytes. If more than one file is required, please indicate how many attachments are included.”
1. Can the contracting office award a contract to an SDVOSB under their GSA schedule? Yes, provide your GSA scheduled items at the time of offer. Even though we can accept GSA schedule pricing, this is an unrestricted open-market procurement.
1. Does the 137,500 square feet listed represent only Minor projects within the Mountain Home VA Health Care System? This is an estimated square footage and covers the entire area list of Mountain Home facilities.
1. Can you advise if this procurement is a set aside for any particular qualifying business entity? This procurement is not a set aside.
1. Can you also confirm this work will be performed in Johnson City, TN? The location is in Johnson City, TN (address is Mountain Home, TN).
