About this file

This document is an amendment to a solicitation for mold remediation services. The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 9 is seeking bids to treat and encapsulate mold at Building 34 using HEPA vacuuming and disinfectant spraying. The blown in insulation does not contain asbestos and does not need to be removed. While plywood sheeting can be left on site after completion, it is not required. The amendment provides clarification that testing is not required post-remediation and that all surfaces are to be treated, not just mold-affected areas. It also confirms this is a services contract rather than construction. The deadline for questions was July 25, 2023.

Questions and answers about RFQ 36C24923Q0467

1) Will the blown in insulation need to be removed? It’s not in the statement of work.

2) Is the mold to be removed or just killed? The mold will need to be HEPA vacuumed and sprayed with a disinfectant. Scraping of the mold will not be necessary as the remaining mold will be treated and encapsulated.

3) Will mold testing be required once the project is completed? No, a visual inspection will be sufficient.

4) Does the plywood provided for the project need to be removed once the job has been completed. Not a requirement to leave the plywood, but can be left for future use if desired.

5) There appears to be some areas that are not affected by the mold, is it necessary to treat and encapsulate all? Treat and encapsulate all to avoid confusion about what is or isn’t to be treated and encapsulated.

6) Does the blown in insulation contain asbestos? No, the most recent asbestos survey conducted in February 2023 sampled the insulation which was determined to be non-asbestos containing (none detected).

7) Is this a services contract or a construction contract? This is a service contract.

8) On page 38 of the solicitation contract, it states "Vendors must complete provision

52.209-7 Information Regarding Responsibility Matters in this solicitation”. This provision doesn’t need to be completed.
