CONTINUATION PAGE

Question 1: Is this a new or existing requirement? If it is an existing requirement, what contract number are services currently being provided under?

Answer 1: This is a new requirement.

Question 2: Referencing Item Numbers 0001, 0002, 2001, 2002, 3001, 3002, 4001, 4002 & Grand Total on the Schedule of Services (pages 6-12), since these unit prices will ultimately be based on if placed employees fall under Local or Travel definitions (priced differently in CLINS ending in AA and AB) please clarify how offerors should fill out the CLINs. Should offerors:

· Leave the unit and extended price blank or put N/A?

· For cost estimation purposes, base it solely off of local employee prices?

· For cost estimation purposes, base it solely off of travel employee prices?

· For cost estimation purposes, create a blended rate of travel and local employee prices?

Answer 2: For all sub-Line Items, just put the hourly rate. There is no line for the unit price. If offeror will be submitting resumes for both local and traveler key personnel, then base your rates on that. Offeror can leave Line Item unit price blank if the extended amount is a mix of both local and traveler rates.

Example 1 – if both a local and traveler key personnel are submitted with solicitation:

Example 2 – if only local key personnel are submitted with solicitation:

Question 3: Referencing “It is advisable that vendors quote both local and traveler technician rates, even though initially both may not be submitted as key personnel” (page 5), are offerors limited to proposing only local or only traveler personnel as key personnel in their technical capability quotes?

Answer 3: No, offerors may propose a mix of local and traveler key personnel. The intent of the sentence was to communicate that it is understandable that offeror may not be submitting both initially but may be submitting a mix in the future for replacements.

Question 4: Referencing VAAR 852.219-75 certification (page 66), this form is typically only relevant to acquisitions set-aside for Service Disabled Veteran Owned Businesses. Are offerors still required to provide a signed copy of this form even though the current acquisition is solicited as an unrestricted set-aside?

Answer 4: Reference to VAAR 852.219-75 was erroneously added as #7 under “Contents of Part I – Administrative” and is hereby removed. The actual clause is not included in the solicitation.

Question 5: Referencing requirement for Large Businesses to submit a subcontracting plan (page 66), this requirement does not currently have any subcontracting goals listed and is currently expected to be so small in magnitude (2 FTE) that subcontracting opportunities are not likely to exist. Please confirm if offerors considered other than small in comparison to the selected NAICS are still required to submit a subcontracting plan? Will a subcontracting plan that explains there are no expected subcontracting opportunities on the current requirement be considered acceptable?

Answer 5: Subcontracting Plans only apply to other than small businesses. FAR Clause 52.219-9 is required to be included in solicitations and contracts that offer subcontracting possibilities and are expected to exceed $750,000.00. As this requirement is for commercial services, a Commercial Subcontracting Plan would be appropriate to submit with offer. Please refer to FAR Clause 52.219-9(g) for details of a commercial plan, noting the following: The commercial plan shall relate to the offeror’s planned subcontracting generally, for both commercial and Government business, rather than solely to the Government contract.

Question 6: Referencing requirement to provide malpractice claims information in the Past Performance section (page 66 &72), please clarify if the malpractice claims that need to be disclosed are specific to:

· The cited references,

· Any claims against the offeror, or

· Claims specific to the proposed key personnel?

Answer 6: Malpractice claims for both the offeror and its key personnel proposed shall be disclosed when submitting offer.

Question 7: Referencing the Minimum Key Personnel requirements in instructions versus the PWS, the Schedule of Services and key personnel section of the PWS indicates there are only 2 key personnel required for this solicitation, however the instructions indicate qualification documents are required for 3 key personnel. Please confirm how many key personnel are required to be included in the technical part of the quote.

Answer 7: Right now, we need two (2) FTE onsite daily. We are requesting three (3) candidates minimum be submitted for credentialing, since there will be times where one (1) MIT may call out sick or take leave, etc. We still need the coverage regardless.
