Electronically match existing paint and roll (prime and 2 base coats) from corner to corner. On walls with vinyl wallcovering, fill any wall screw holes with silicone. Match or complement wall color. Sealant and color selection shall be equal to Dow Corning 795 Silicone and 14 color selection charts. Coordinate color selections with COR prior to installation.
18. Normal Hours & After-hours Work and Work Productivity: Normal duty hours will be 7:00 am - 4:00 pm
Monday through Friday. No work shall be performed on federal holidays unless approved by COR. This project will require work to be performed outside of normal duty hours (after-hours) to minimize the impact on patients and Medical Center operations and must be coordinated with and approved by COR two (2) weeks in advance. Installation of fixtures in clinics, exam, treatment, emergency department, surgical areas, and PACU shall be performed after-hours. Installation of fixtures in wards, office and support areas can be performed during the normal duty hours, but progress will be slower. Shutdowns of mains or risers shall be performed after-hours. Based on previous fixture replacement projects during normal operational hours, 2 plumbers (2 crews) completed approximately 4 faucets and 1 shower per workday. Daytime plans were routinely altered due to room utilization and plumbers had to remain flexible, working with the COR to find available rooms each day. For fixture swap-outs, the facility will only be able to accommodate 2 plumbers (2 crews) during normal working hours and 3 crews after-hours. Contractor expectations for productivity/progress during normal working hours should be based on this real-world performance observed on the previous projects. Multiple shifts per day is not authorized for this project.
19. Shutdowns: Shutdowns of main lines and risers must be requested 3 weeks in advance (and performed after-hours). When draining the entire system, in addition to the time required for the installation (such as riser valves and/or injection ports), the contractor’s crew(s) shall be present while the system is drained (typically 2-3 hours) and refilled (typically 3-5 hours) with the contractor checking for leaks.
20. No Smoking: This is a smoke free facility. Contractor shall enforce the no smoking policy with his project staff. Smoking is not allowed on VA property, buildings, vehicles or grounds.
21. Identify Locations: To identify the location of a new valve or valve assembly (including biocide injection port assemblies), apply a blue-colored dot (1/4” or 3/8” water and UV resistant vinyl sticker) to the grid.
22. Final Inspection: 2 weeks in advance, request final inspection in writing to the CO and COR.
23. Warranty: All work shall be warranted for one (1) year.
BB. SPECIFIC TASKS AND ASSOCIATED DELIVERABLES
Description of Tasks and Associated Deliverables:
Contractor shall provide construction services within the specified period of performance in accordance with the statement of work and specifications including all documentation, schedules, submittals, coordination, certifications, test reports, training, warranties, manuals, etc. as specified in the contract documents. Work includes but is not limited to:
1. The contractor shall thoroughly investigate each identified room/location (see attachment) to select the appropriate fixture and components/accessories for each location. Prior to performing the work in a room, the contractor shall survey to identify and document issues, such as leaks, non-working stops/valves, clogged drain, or damage to the fixture and surrounding surfaces. Notify the COR and M&O of issues for correction before performing work at that location. If issues are not reported and documented prior to starting work at that location, any issues and resulting corrections will be the contractor’s responsibility.
2. Completely remove identified fixtures including any associated devices or accessories (such as connections, hoses, tubing, mixing valves, foot-pedals, mounts, automatic sensor electric devices, connections, surface mounted plastic boxes, cover-plates, transformers, solenoids, batteries, etc.). Patch back to match adjacent finishes. Thoroughly clean all surfaces exposed by fixture removal. Clean the mounting area, removing any gasket, sealant or putty material and water stains.
3. Faucet Replacement with New Mixing Valve:
a. Remove faucet and accessories. Remove any foot-pedals (patch back as necessary; see attachment for locations). For hardwired sensor faucets after wire is removed to the j-box above ceiling, in-wall electrical conduit and boxes can remain. Install new blank brushed stainless-steel electrical cover-plate.
b. Install the appropriate faucet arrangement with supply lines, mixing valves and trim in locations/rooms identified; Refer to the attachment and the Basis of Design Plumbing Fixture specification section for selection guidance; contractor shall field verify. The faucet mixing valve shall be firmly secured (mechanically fastened; no zip ties), so it is hidden behind the bowl.
Piping shall be neat with no visible excess. Provide chromed copper tubing from the wall stops to the mixing valve (run square). Install stainless steel flexible tubing from the mixing valve to the fixture with one loop. Excess flexible tubing shall be tucked neatly behind the bowl.
c. Trim-out sink fixture holes to ensure they are properly covered. Provide and install baseplate (deck-plate) as necessary. If unable to cover the sink/lav fixture holes with a baseplate, use a polished stainless-steel faucet hole cover with bolt and wingnut. Trim shall match fixture.
4. Shower Valve, Head & Wand Replacement
a. Replace shower valve, shower head, and handheld spray-head and hose. Install bracket/holder for spray-heads.
b. Remove tile, grout, and substrate / backer board sufficient to access and replace the shower valve. Contractor shall minimize the wall impact and hole size to create sufficient access for the replacement. Ensure grab bars and backer plates are not compromised. Close the wall opening using a custom brushed, stainless-steel cover-plate (14 gauge, 304, approximately 16x18).
Wall-plate shall be machined offsite by a professional metal fabricator/shop. The wall-plate shall be sized and punched/cut/machined to tightly accommodate valve. Edges shall be beveled and smooth with corners slightly rounded/eased. Tap existing studs or install sufficient solid backing on all 4 sides of the cutout with minimum 1” overlap. Backer shall be metal channel, firmly fastened and held in place before the wall—plate is installed. Fasten cover plate with appropriated sized stainless-steel anchors/toggles (minimum 3 per side) countersunk into cover plate. Provide a waterproof closed-cell gasket between the plate and wall to ensure the assembly is watertight.
5. Immediately after each installation, fixtures shall be thermostatically tested with a calibrated thermometer and documented. Adjust the mixing valve and re-test as required to achieve the VA temperature target of 102 to105 degrees Fahrenheit. Record location/room number, final temperature and sign/date certifying the work completing on the line item of the attachment.
6. While installing fixtures, the contractor will encounter wall stops and isolation valves that won’t not shutoff. To address broken/leaking valves when encountered in the normal course of fixture swap-outs, the contractor shall replace them at the following quantities: 60 wall stops and 60 fixture isolation valves.
7. Install 20 15 biocide injection port assemblies, to isolate 20 15 areas to facilitate future treatments/eradication. The COR will identify exact installation locations in the field to isolate areas such as a wards, ICUs, PACU, ER, clinics, etc. Work will be done after-hours, one area at a time, to minimize the impact on medical center operations. Each injection port assembly consists of ports on the hot-water and cold-water supplies with corresponding valves on the other end to isolate an area (see attached Biocide Injection Port detail, which represents one assemble).
8. Install balancing isolation valves at the base of risers noted below 6 risers:
a) 5 Valves in ACRE Building crawlspaces (1x6”, 1x8” on south end and 3x2” ball valve on North end),
b) 4 Valves on Main building third floor (4x6”) near room B-317 in hallway.
C. BASIS OF DESIGN REFERENCE EQUIPMENT
The basis of design salient characteristics of the fixture selections (faucets, showers, and mixing valves) are based on facility standards due to temperature and Legionella prevention requirements and are being provided to illustrate arrangements/configurations to assist the contractor with their fixture selections.
Fixtures/options/components/tubing shall be selected to meet the high temperature requirements (170-180 degrees) for thermal eradiation system flushing. Any fixture deviations/substitutions must be submitted in writing and accepted by the COR and CO prior to bid as part of the RFI process. Contractor shall provide brand name or equal.
