Subject: SPECIAL NOTICE 36C24922Q0460

Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE

The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 9, intends to issue a Firm Fixed Priced contract under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), Soliciting from a single source. On or about July 29th, 2022, an award is anticipated to occur to Bobcat of the Mountain Empire. The period of performance will be for sixty calendar days after the issuance of the notice to proceed.

This requirement includes the purchase of six UV34 Gas Utility Vehicles that meet the needs of Maintenance Technicians at the James H. Quillen VA Medical Center. These UV34 Gas Utility Vehicles are replacements for current equipment that have outlived its service life, are hazardous, and unreliable. The UV34 Gas Utility Vehicles will be used to perform daily duties of transporting personnel, tools, and equipment/materials to and from multiple buildings on James H. Quillen VA Medical Center campus. The UV34 Gas Utility Vehicles will allow for maintenance technicians to utilize the new technology on equipment to accomplish a variety of tasks that is not possible with our current old equipment. The UV34 Gas Utility Vehicles have the capability to haul more cargo load, pull various trailered equipment, and overall open more opportunities to be able to complete work on station with faster and safer response times. These UV34 Gas Utility Vehicles will provide much-needed facility support within the James H. Quillen VA Medical Center that will aid in the care available to veteran patients that reside within and close to the James H. Quillen VA Medical Center. The contractor will be responsible for the delivery of the UV34 Gas Utility Vehicles to the James H. Quillen VA Medical Center in a timely manner.

NCO 9 intends to non-competitively Award this requirement to Bobcat of the Mountain Empire since the brand of Bobcat has a lead time of approximately 90 days as opposed to Kawasaki having approximately 12 months, and Kubota having approximately 12 to 16 months. As a result, any contractor other than Bobcat of the Mountain Empire that would provide the UV34 Gas Utility Vehicles to the facility would unintentionally cause a delay in patient care. Unnecessary delays cannot be endured.

The North American Industry Classification System (NAICS) code for this requirement is 336112 with the size standard of 1,500. The applicable Product Service Code is 2310. This notice of intent is not a request for proposals or quotes.

However, all responsible service-disabled veteran-owned small businesses and veteran-owned small businesses may submit an offer and technical capabilities/narrative that proves by clear and convincing evidence that similar UV34 Gas Utility Vehicles are available that will provide comparable abilities for the facility. If said OFFER and technical capabilities/narrative is received within three calendar days of publication of this notice, the narrative will be considered by NCO 9. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received will generally be considered solely for the purpose of determining whether to conduct a competitive procurement.
